section? - Co-chair Tactical Analysis Teams for platform
capabilities? - Assist OAG inputs into TYCOM Priorities List
- Provide planning, programming, and budgeting
recommendations to OAs

- How will the COE fix it?
- Endstate
25C2F Initial Guidance
- Expand the NACOE to Expeditionary Warfare COE
- Include Amphibious Warfare and NECC capabilities
- Expeditionary COE will align with Navys plan to
reassign common/standard Task Force organizations
within each numbered Fleet/NCC - Continue to leverage the Navy and Marine Corps
team - Work with NECC and USMC to develop Exp Warfare
COE MFT by Jan 09. Address recommended C2 and
authorities while remaining consistent with the
other WCOEs. Includes key outputs of COE - Annual End-to-End assessment (DOTMLPF across
ROMO) w/ brief to GO/FOs - Annual POM/PR inputs (IPL) to C2F/USFF/USMC
- Situational urgent operational / training change
requests (D,T,L) to C2F/USFF/USMC - Zero manpower growth as this concept is
developed. - Plan for Navy O-6/O-7 lead with USMC Deputy/COS
- Plan to brief leadership by February with
tentative IOC March 2009 -
26C2F Additional Guidance
- 2 Pillars
- Expeditionary and Amphibious
- Continue MFT development
- Work out the command relationship
- EW COE Team must regard the recently released
"ESG Way Ahead" message. - In considering EWCOE Mission/Functions/Tasks,
must factor the revised ESG 2/3/7 ROC POE and
revised PHIBRON ROC/POE. - Will require reconstitution of readiness and
training capacity back to ESG and PHIBRON Staffs. - Some "economy of force" for EW COE in view of the
decision to reconstitute MFT to ESG 2/3/7 and
PHIBRONs. - Consider 75 total for EW COE
27MCCDC Guidance
- Need to clearly define/identify
- What needs to be fixed from a Navy perspective?
- What needs to be fixed from a USMC perspective?
- How will the COE fix it?
- What are the envisioned staff action products of
the EWCOE for both services?
