  • OPCON
  • Authority to perform those functions of command
    over subordinate forces involving organizing and
    employing commands and forces, assigning tasks,
    designating objectives, and giving authoritative
    direction necessary to accomplish the mission.
    Includes authoritative direction over all aspects
    of military operations ands joint training
    necessary to accomplish missions assigned to the
    command.

    of resources and equipment, personnel management,

    complement, or sustain another force.
  • The supported CDR should ensure that the
    supporting CDR understands the assistance
    required. The supporting CDR will then provide
    the assistance needed, subject to a supporting
    CDRs existing capabilities and other assigned
    tasks.

C2F Initial Guidance
  • Expand the NACOE to Expeditionary Warfare COE
  • Include Amphibious Warfare and NECC capabilities

2d Fleet Proposed Purpose
  • The Surface Warfare (SUW) Warfighting Center of
    Excellence (WCOE) is the Navys lead
    organization, advocate and advisor for Naval,
    Joint and Combined SUW matters, synchronizing SUW
    across the DOTMLPF spectrum. The WCOE
    coordinates and assesses all aspects of SUW
    training assesses and evaluates SUW warfighting
    readiness develops, validates and reviews
    SUW-related doctrine develops warfighting
    end-to-end assessments in support of SUW
    requirements generation coordinates and conducts
    SUW-related experimentation and augments and
    supports Joint and Fleet SUW operations.

MISSION
  • The Expeditionary Warfare Center of Excellence
    provides inter-service coordination and alignment
    for expeditionary warfare with a focus on
    amphibious operational issues for the Navy,
    Marine Corps, other services and agencies, and
    coalition in order to ensure the ability to

Proposed EWCOE Purpose

    via MCCDC , synchronizing EW/AMW across the
