solar photovoltaic electricity in Spain

2On September 27th, 2001, the European Union
approved Directive 2001/77/CE on the promotion of
electricity produced from renewable energy
sources in the internal electricity market.
1. POLICY CONTEXT
Already aware of the requirements of the Kyoto
Protocol, the UE launched the development of
renewable energy by aiming for the global
indicative target of 12 of gross domestic energy
consumption by 2010 through the use of renewable
sources of energy.
3Solar photovoltaic energy would begin to be
massively deployed in Spain from 2004 to 2008.In
2008 Spain would become the second-largest
country in installed capacity of solar energy,
behind only Germany.
2. SOLAR PHOTOVOLTAIC ENERGY
Through that time, three economic regimes have
come into effect. The three Royal Decrees are
436/2004 (2004-2006), RD 661/2007 (from June 2007
to September 2008) and RD 1578/2008 (starting on
September 29th).
4PREFO (Register of pre-pay for the production of
electricity through solar photovoltaic
technology), is an application provided by the
MITYC to manage the economic regime provided by
RD 1578/2008.

5PREFO is a collaborative project between
different administrations (CNE, OMEL, MITYC) and
enterprises of the energy sector (operators in
solar photovoltaic electricity market).

MITYC set the values of the regulated tariffs in
the call and the quotas for the types I (roof
installation) and II (plant floor). Each year
there are four calls for interested parties.
63. PREFO
Enterprises in solar photovoltaic electricity
market should fill the web form and send these
web form using digital signature or presenting
the web form printed in General Registry of MITYC
in case they dont have digital signature.
74. APPLICATIONS REGISTERED
In the first call, 392 applications were
registered, a total of 1,123 entries so far this
year. At this second meeting, were initially 2720
requests, of which 193 were canceled by the
parties themselves. Of the 2527 remaining, 731
were enrolled, 743 were admitted for incorrectly
submitted or incomplete, even after the process
of error and the remaining 1053 were not included
because, although they meet the requirements are
not included in the quota established by RD
1578/2008. The selection procedure, as stated in
the regulations, is the chronological
organization of applications.

Based in a BPM (Business Management Process)
solution PREFO allows the personal of MITYC study
the application forms, send a mail to the parties
in case they should send more information about
the installation, order the installations in
chronological order and published the results of
each call.
96 ELECTRONIC REGISTRY
Date and hour of presentation from Electronic
Registry of MITYC are used in order to organize
the applications forms in chronological order.
The list with the operators included in PREFO is
published each 3 months.
107. BACK-END OF PREFO
Application forms are consulted by the personal
of MITYC. They use PREFO application for this
electronic procedure in order to manage the
electronic expedient as it is regulated in Law
11/2007, to provide electronic access to the
citizens to their electronic procedures.
118. ELECTRONIC EXPEDIENT IN PREFO
Enterprises in solar photovoltaic electricity
market can consult the state of their electronic
expedient as it is regulated in Law 11/2007.
129. IMPACT
According to official data, there was growth in
solar capacity of 806 in 2007 and 903 in 2008.
From CNEs estimates, growth in 2008 could have
reached as high as 1315. CNE, the National
Energy Regulator, studies this market in order to
fix the amount of money paid as fixed price.
139. IMPACT
PREFO has reduced the amount of paper in MITYC in
more than the 30.
As President Barack Obama remarked, Spain
provides a reference for the establishment of
government aid to renewable energy.
Green jobs programs offer considerable
employment and solutions for emerging from the
economic crisis. More than 14500 employment
positions have been created in these period in
photovoltaic sector.
1410. INNOVATION
PREFO is the fist project based in a BPM solution
in MITYC. The use of BPMN (BPM notation)
permitted to obtain the workflow of the process
and obtain and XPDL based in XML notation to
process the information from the BPMN notation
and use it on the workflow engine.
The PV (photovoltaic) activities are included in
the National Energy Programme (NEP) as one of the
priority lines in renewable energies. Research
activities of the photovoltaic solar technology
in Spain are made by the own companies of the
sector as well as the research centers and
universities.
1511. LESSONS LEARNT
The legislative bases that regulate the
administrative, technical and economic aspects of
the electrical producers with renewable energies
(photovoltaic) have settled down.PREFO is an
example of how electronic procedures can reduce
the use of paper.
The development of the PV sector is being helped
financially by means of multi-annual plans,
although this financing is turning out to be
scarce to fulfill the objectives fixedA
developed market exists enough that shows clear
signs of maturity.
1612. CONCLUSIONS
The photovoltaic industry in Spain occupies an
important position at world-wide level and it is
being developed of form maintained with great
manufacturing projects on the way. There are a
good number of installers and providers with an
ample distribution by Spanish geography.
PREFO is an important tool to manage the
procedure avoiding the amount of time that was
necessary in the past.
