• In the past
• the telecommunications sector was very dependable
  from the government
• Political affairs didnt allowed a sane develop
  of the legal and regulatory telecommunications
  matters.

  inaugurating a new and definitive age of social
  stability and economical growing.

  providers we created the FODETEL, Founf for the
  Telecommuni-cations Development. It will allow
  to give universal access to the rural areas.
• We are preparing and specializing our officers in
  order to lead and administrate the open market .

• The President of CONATEL is also the President on
  the OAS COM/CITEL.
• Our representatives lead some activities in the
  CAATEL, Andean Telecommunications Authorities
  Comitee.
• We support the ITU policies that leads the world
  to give universal access to all the people.

• We get from the government that consider
  Telecommunications Sector as National Policy for
  Development and internet as Priority Service to
  be provided.
• We are working in order to get that the
  exclusivity of state operators providing basic
  telephony ends before 2002.

• CONATEL approved last October a new tariffs plan
  in order to lead the tariffs to real costs.
• CONATEL is conducting a plan in order to improve
  the widely use of internet around the country.

• We are destroying the old fashioned CULPTURE NO,
  WE CANT.
• We are creating the NEW PRINCIPLES of
  satisfacting business relationships between users
  and services providers, tanking special care on
  poor population.

• Fair and clear Telecom Regulations. Please Visit

• Transparent, flexible and gradual transition to
  open market, in a non-discriminatory way for
  actual an incoming operators.
• We dont want regulate technologies but services.

• We are sharing the information the customer
  needs, regarding his rights and obligations.
• We are listenning the services providers
  (national and international) in order to learn
  their problems and expectatives and meet
  solutions togheter.

• Ecuador is going to sell 51 of the shares of
  Andinatel and Pacifictel

• In the next months we are going to offer the
  frequency spectrum for PCS and other new services.

• It is a national commitment to consolidate the
  new image of the Republic of Ecuador
• It is our commitment to lead that new image in
  the telecommunications field and, with the
  government support, we are going to implement all
  the changes the sector needs.
