PROGRAM OVERVIEW
  • The Auxiliary Trident Program became fully
    functional in January 2003.
  • The Trident Program is a needs based program of
    the Auxiliary to support M field Units and
    provide trained and qualified augmentation to
    these units.
  • The program course materials are offered on-line
    with on-line testing and certification for many
    of the course elements.

THE TRIDENT PROGRAM IN CY2003 - 2004
  • Trident Course statistics for the 3rd and 4th
    Quarters 2003 indicate a decrease in the rate of
    new course completions per quarter.
  • A new MSO survey and DSO survey is planned for
    1st Quarter 2004 to discover the reasons for and
    the solutions to this trend.
  • The new survey will also attempt to identify and
    quantify specific PQS needs of each MSO.

The New Auxiliary Personal Qualification
Standards (PQS)s
  • THE PROMULGATION OF ALCOAST 262/3 IN JUNE 2003
    WAS A MAJOR MILESTONE IN THE INTEGRATION OF THE
    AUXILIARY INTO THE MARINE SAFETY COMMUNITY.
  • THE APPROVAL OF 10 AUXILIARY-SPECIFIC PERSONAL
    QUALIFICATION STANDARDS (PQSs) CREATED ESPECIALLY
    FOR THE AUXILIARY MEMBERSHIP OPENED ANOTHER
    OPPORTUNITY FOR TRAINING MEMBERS TO SUPPORT THEIR
    M FIELD UNIT MISSIONS.

USCG ACTIVE DUTY PQSs
  • AUXILIARISTS HAVE LONG BEEN INVITED TO PURSUE
    DESIGNATION IN A NUMBER OF THE PRE-EXISTING M
    PQSs, WHICH WERE DEVELOPED PRIMARILY FOR
    FULL-TIME AND RESERVE CG PERSONNEL.
  • USCG PQSs ARE EARNED BY AUXILIARISTS AND USED IN
    M FIELD UNIT AUGMENTATION.
  • MOST FREQUENTLY EARNED AND USED IS THAT OF
    COMMERCIAL FISHING VESSEL EXAMINER (CFVE)

Market Summary
  • The Marine Safety and Environmental Protection M
    Department, in cooperation with the USCG, has
    developed a comprehensive training program for
    the Coast Guard Auxiliary membership in the
    Marine Safety and Environmental Protection field
    - the Trident Program.

    actual Qualification needs of the MSOs and MSDs.

    activities required. 96 hours a year minimum.

  • Marketing materials will initially consist of
    Surveys and Brochures prepared to be transmitted
    electronically and in printed form.
  • A travel budget to reimburse the DSOs-MS and
    ADSOs-MS fuel costs to visit all the MSOs in
    their District will also be considered.

  • The Plan is envisioned to be a Living Plan that

Implementation to Membership
  • A series of e-mail posters will be developed and
    distributed by the Auxiliary M Department to the
    DSOs-MS for dissemination and posting on their
    web sites.
  • The posters will direct the members to our web
    site where they will find additional information
    on the Trident Program.

    Questions and Answers developed, distributed, and
    posted each month.
  • Each poster and related questions will address a
    different element of the program.

    needs and training support.
  • Survey will be prepared by DVC-MO and approved by
    DC-M .
  • Survey will identify MSO specific needs.
  • Recruiting will be targeted to meet each MSOs
    unique needs by the DSO-MS.

  • A series of mailers, both e-mail and US mail,
    will be developed and sent to the MSOs and
    selected staff to explain and market the Trident
    Program.
  • MSOs will be placed on the distribution list for
    the member marketing materials and the mini
    presentations that highlight the Trident Program.

  • The measuring of success will be based upon the
    following
  • Member participation in the program.
  • Trident Course completions.
  • MSO survey completions.
  • MSO training participation by number of
    Auxiliarists in training at each MSO.
  • Meeting MSO needs as measured by number of
    Auxiliary members actively supporting each MSO.

  • The success of the marketing program should be
    measured quarterly and the program modified and
    expanded as areas of opportunity and need are
    identified.
  • Numeric goals for each unit of measure will be
    based upon the level of need identified by the
    survey for each MSO..

  • THE AUXILIARY SPECIFIC PQSs, AS WELL AS THE
    ACTIVE DUTY AND RESERVE PQSs, IDENTIFY AREAS IN
