Title: Legislative Day

1
Legislative Day
  • Indiana Primary Health Care Association
  • (IPHCA)
  • April 11, 2007

2
IPHCA Legislative Issues
  • Community Health Center Program Funding
  • Operational
  • Capital
  • Health information technology
  • Coverage for Uninsured adults
  • Tobacco Tax
  • Covers low income adults with preventive,
pharmacy, medical supplies, and hospital services
  • Expands Medicaid coverage to 200 of Federal
    poverty level for pregnant women

3
CHC Funding
  • The Community Health Centers (CHCs) in Indiana
provide services to a disproportionate share of
low income Hoosiers. The CHCs serve
approximately 16 of Hoosiers with low incomes
and 13 of uninsured Hoosiers. The CHCs provide
enhanced services which reduce barriers to
    accessing comprehensive care, such as,
    transportation, case management, outreach and
enrollment services. The CHC funding is crucial
to the continued provision of services to
    vulnerable Hoosiers.

4
Capital Funding
  • The Community Health Centers (CHCs) are
    experiencing increased demand for services.
There has been a 45 increase in the number of
patients served by the CHCs from 2000 to 2006.
There is a lack of funding to renovate, replace,
purchase or expand existing facilities that would
allow CHCs to serve more patients. In addition,
the National Association of Community Health
Centers in a 2006 national survey determined that
an overwhelming 89 of CHCs reported lack of
capital as an important barrier to implementing
an Electronic Medical Record. In a study done by
Capital Link for Indiana CHCs, it was estimated
that there is a current need for at least 31
    million dollars in capital.

5
Coverage for the Uninsured
  • The CHCs serve approximately 13 of uninsured
Hoosiers. The Healthier Indiana Program in
Senate Bill 503 will provide needed services at a
more affordable cost to uninsured adult Hoosiers.
Funding for this program via a 1 Tobacco Tax is
    strongly supported.
