Key Challenges
  • Limited availability of gender disaggregated
    information and data to support GRB
  • Limited familiarization of the GRB advocates
    (MMAS and CSOs) with macro-economic issues as
    well as planning and budgeting processes
  • Unclear leading institution on GRB MMAS or
    MPD? Evidence indicates that MPD should play this
    role being the leading institution of planning
    and budgeting process
  • Short term nature of GRB initiatives being GRB a
    long term endeavour
  • Skepticism on the value of GRB some Gov and
    Donor community
  • Limited gender expertise within the research
    community affecting evidence based advocacy
  • Effectively engage with the parliamentarians in a
    context where they are loyal to their parties
    and not to constituencies

LESSONS LEARNED
  • GRB is a different way of doing planning and
    budgeting and a long term endeavour which
    requires a capacity development approach -
    involves investment on policies and tools,
    training and changes within institutions
  • On-the job training is critical for GRB
  • The roles of all budget stakeholders
    (coordinating institutions, sectors, local
    government and CSOs) need to be clear and
    capacity building efforts tailored accordingly .
    GRB is both a political and technical issue
  • Contextualization of tools and solid technical
    expertise are fundamental when embarking on GRB
    efforts technical support from institutions
    rather than individuals worked better.

LESSONS LEARNED
  • GRB Training for Government by Planning staff
    more likely to pay off
  • Gender Budget analysis require time particularly
    when gender expertise is limited not necessary
  • Make sure to clarify that GRB mainly about
    prioritization not necessarily fresh money -
    includes allocations for gender and mainstream
    interventions
  • A continuous engagement with policy makers and
    sharing of information is critical for the
    progress in GRB. This include participation in
    policy fora such as poverty observatories,
    donor-government joint reviews, sector working
    groups etc, etc.
  • Keep abreast of developments in the public
    finance management arena in order to influence
    as possible.

WAY FORWARD
  • Work institutionalization of the GRB within the
    government which will provide for scaling up of
    the initiative at central and local level
  • Support GRB at local level
  • Invest more on analysis - tracking allocation,
    expenditures and expenditure
  • Invest more in systematic capacity building
