Training
  • ODP Training Strategy, DHS and its training
    partners conducting review of training elements
    for each of twelve capabilities from the TCL that
    support the National Priorities. Review consists
    of identifying
  • Personnel disciplines required to perform the
    associated critical tasks and subtasks
  • Training required (Federal, State, local, and
    tribal) to successfully achieve the stated
    outcome, considering tasks from an overall and
    technical perspective
  • DHS and its training partners are also currently
    engaged in an effort to map ODP training courses
    to the TCL.

Exercises
  • Homeland Security Exercise and Evaluation Program
    (HSEEP) incorporates HSPD-8 into National
    Exercise Program and supporting policy.
  • Describe how Capabilities-Based Planning, the
    TCL, and the UTL will influence exercise program
    management, scheduling, planning, and evaluation.
  • Revise Exercise Evaluation Guides (EEGs) to map
    them to capabilities outlined in the TCL and
    associated critical tasks.
  • Update current After Action Report / Improvement
    Plan (AAR/IP) template to capture observations
    and recommendations associated with the TCL and
    UTL.
  • Revise process for scheduling exercises so that
    the Multi-year Exercise Plan supports
    Capabilities-Based Planning.
  • Develop HSEEP Mobile Training Course to teach
    exercise managers, planners and evaluators how to
    incorporate Capabilities-Based Planning into
    their exercise programs.

APHIS Preparation for FY07 ODP funding
  • Outreach to keep States current on ODP
    initiatives, deadlines, guidance
  • Identify elements from UTL and TCL relevant to
    ODP programs
  • Prioritize resource-typing to be able to advance
    training, exercises and mobilization
  • Support credentialing of State Animal First
    Responder programs
