- IDeA Program established in 1993.
- Authorized in NIH Revitalization Act of 1993
- Congressional intent to enhance geographical
distribution of research funds and increase
research capacity. - Comparable to NSF Experimental Program to
Stimulate Competitiveness in Research (EPSCoR),
established in 1980. - EPSCoR-like programs across 8 Federal Agencies
(NIH, NSF, USDA, NASA, DOE, DOC, DOD, EPA.

- Two ELIGIBILITY criteria
- All states with a success rate of less than 20
percent for obtaining NIH grant awards of between
1999 2003. - Also includes those states with higher success
rates, but less than 100 million average NIH
funding over those five years. - 23 states and Puerto Rico are eligible for the

- Centers of Biomedical Research Excellence
(COBRE), began FY 2000, currently 73 centers.
First Competing continuation applications, FY
2005 - Biomedical Research Infrastructure Networks
(BRIN), began FY 2001 / recompeted FY 2004 as
IDeA Networks of Biomedical Research Excellence
(INBRE), currently 18 INBRE and 6 BRIN networks - IDeANET (Lariat, consortium of 6 northwestern
IDeA states), FY 2003 - Co-funding began in FY 1998-2000, in FY 2004
co-funded 30 R01 awards in 17 Institutes and
Centers

- COBRE New Applications
- Purpose
- To build a multidisciplinary research center at
doctoral institutions or research institutes. - Center Characteristics
- Development of a thematic scientific focus.
- Led by an established investigator, funded by
NIH, NSF or other comparable Federal or private
sector source. - Comprised of 3 to 5 research projects each
supervised by a junior investigator. - Must describe a clear plan for mentoring, career
development, graduation and replacement of junior
investigators. - Must describe long-term plans for developing and
sustaining the center, research program,
investigators, collaborations and physical
infrastructure.

- Purpose
- To obtain continuation funding to build an
independent multidisciplinary research center. - Center Characteristics

- In 2004, Biomedical Research Infrastructure
Networks (BRIN) was recompeted (competing
continuations) as IDeA Networks of Biomedical
Research Excellence (INBRE). - The goals and objectives of the program remain
essentially unchanged with emphasis placed on the
development and maintenance of an inclusive
statewide multi-disciplinary research network .

- To develop a statewide multi-disciplinary
research network of doctoral degree granting and
undergraduate institutions. - To build and increase the research capacity by
supporting faculty, fellows and students at
participating institutions. - To provide undergraduate faculty and students
research support, serve as pipeline to health
research careers. - To provide outreach to students at undergraduate
institutions, community colleges and tribal
colleges. - To enhance statewide science and technology
knowledge base.

- IDeANET
- IDeANET test-bed is a consortium of six IDeA
states in the Northwest including Montana, Idaho,
Nevada, Alaska, Hawaii and Wyoming (Lariat). - Goal to provide increased connectivity for
high-bandwidth science applications in these six
western IDeA states. - Facilitate collaborations among institutions.

- IDeANET will provide funding specifically to
enhance IT infrastructure. - Highlight support for
- staff in bioinformatics and data management
cores. - computer hardware and software.
- Internet2 broad-bandwidth access for biomedical
applications.

- Multiple Levels of Benefit
- Lariat will relieve strategic bottlenecks in
connectivity entering states. - One major university campus per state to be
directly linked. - Many sites throughout states will experience
improved Internet performance. - Can leverage benefits to other university
departments and other institutions.

- IDeANET will ultimately provide support for a
national IDeA network such as Lariat, to include
all participants in the IDeA Program, and also
participants in the Research Centers in Minority
Institutions (RCMI) Program, and connect with
other Networks supported by NCRR such as
Biomedical Informatics Research Network (BIRN).
