2Master Educator License
- The Master Educator License (MEL) is voluntary,
renewable, and issued for 10 years - The MEL was made available July 1, 2000 for
classroom teachers certified by the National
Board for Professional Teaching Standards (NBPTS) - It will be available initially for licenses not
covered by NBPTS areas for completers of the
Wisconsin Master Educator Assessment Process
(WMEAP)
3PI 34 License Rules Took Effect 2004
- Statewide work teams have been developing the
WMEAP since 2000 - Teams developed procedures and policies to
implement rules - Teams composed of teachers, administrators, pupil
services professionals, professors, school board
members, National Board Certified Teachers - Teams advised by national experts involved in
INTASC, ISLLC, NBPTS other states

- National Board for Professional Teaching
Standards (NBPTS) Certification - Wisconsin Master Educator Assessment Process
(comparable in expectations to the NBPTS)
5Benefits of the NBPTS Certification
- Nationally recognized achievement of excellence
- NBPTS subsidy (up to 1150) to offset fee of
(2,300) - State reimbursement of applicants costs incurred
up to 2,000 - 9 year WI annual grant of 2500 while teaching
- Eligible for 10 Year WI Master Educator license
in professional stage license that corresponds - Renewal of 5 year professional stage licenses
- Currently have 267 NBCTs in WI

7Dramatic Culture Change
- The MEL professional development process is
unlike any other an educator has experienced. - The MEL is VOLUNTARY.
- It is not an entitlement.
- Prescriptive procedures, eligibility criteria and
timeframes are stringently applied. - Not all educators will pursue the MEL and not all
educators are master educators. - Many candidates will not attain mastery.
8Dramatic Culture Change
- The WMEAP is an ASSESSMENT of the quality of the
candidates demonstration of mastery of all the
Wisconsin Standards is her/his license field of
practice. - It is a 2 step process of application approval
and portfolio assessment. - It requires 1-2 years to complete.
- It requires multiple portfolio entries of work
samples, videotapes, and analyses and reflections
of the educators practice and pupil learning.

- The portfolio represents the candidates most
personal involvement in the critical roles of the
license field. - The process enhances the candidates professional
performance. - The process is the most profound learning
experience the educator will have had in
education. - The portfolio development requires much time,
commitment and rigor.

and 10 Teacher Standards - Completed over 1-2 years

- Documentation of Masters Degree related to
licensure - Evidence of contributions to the profession
- Evidence of improved pupil learning
- Verification of successful 5 years of licensed
professional stage experience in certification
area pursuing - Assessors approve or disapprove application
13Applications Due Annually by May 1
- Applications disqualified due to
- Late submission
- Lack of original transcript verifying Masters
Degree - Lack of verification from LEA of 5 years
professional stage experience in license field - No documentation of contributions to the
profession - No documentation of improved pupil learning
14Assessors Approve Applications During Summer
- 3 member assessment teams (per rule) composed of
practicing professionals in each licensure field
with the same qualifications as applicants - Review each application
- Approve or disapprove by consensus
- Write comments on reasons for disapproval.
- Approval allows candidates to begin portfolio
development.

19WMEAP ASSESSORSRecruited Every Fall
- 3 educators with same job responsibilities

- Selected by the State Superintendent
- Trained by DPI portfolio assessment process
- Are not current or non-achieving candidates for
the Wisconsin Master Educator Process - Hold a professional stage state license in the
assessment area - Have at least 5 years of successful professional
stage experience in the assessment area - Hold a masters degree related to the assessment
area.
20Portfolio Assessment
- Approval requires demonstration of mastery of all
7 Pupil Service Standards, 10 Teacher Standards
or 7 Administrator Standards. - Assessors use assessment rubrics to determine
mastery. - All 4 portfolio entries must achieve mastery
rating to obtain Master Licensure. - Entries not achieving mastery may be resubmitted
within a year for assessment. - Non-achievers may appeal to state superintendent
or begin process over.
21There is NO Expectation
- That all eligible Wisconsin educators will pursue
the WMEAP - That all candidates for the WMEAP will obtain
Master Licensure on the 1st attempt.
22You Will Need Support
- The department will hold an orientation meeting
with new candidates each summer. Districts need
to support their candidates by facilitating
collaboration with peers and providing school
resources to help in portfolio development and
video taping.
23Consistent Annual Timelines Deadlines
- September-Assessors recruited
- January Applications guidebooks available
online statewide dissemination - May 1 Complete applications due into DPI
previous years portfolios - July/August- Assessors Trained, Approve new
Applications and Assess Portfolios from previous
year. - Effective July 1 - New Master Licenses issued
based on success in the WMEAP.
