DECISIONS FOR CLOSURE OF 408 MINING UNITS AND
FROM GEOLOGICAL RESEARCH ACTIVITY
7MAIN PROBLEMS OF THE MINING SECTOR IN THE
RESTRUCTURING PERIOD
THE ECONOMIC DEVELOPMENT STRATEGY BASED IN THE
PAST ON THE CENTRAL PLANING ECONOMY HAS
DETERMINED
- EXCEEDING CAPCITIES DEVELOPMENT OF THE MINING
SECTOR, ECONOMICALLY UNJUSTIFIED - HIGH BUDEGETARY EFFORTS REQUIRED FROM THE STATE
BUDGET - MINING ACTIVITIES TAKING OVER 21,700 HA OF
FARMING AND FORESTRY LANDS - BUILDING OF 72 TAILING DAMS, HAVING A STORE
CAPACITY OF OVER 216 MIL. CUBIC METERS, OUT OF
WHICH 25 ARE PRESENTLY OPERATING - BUILDING OF 551 WASTE DEPOSITS, WITH A TOTAL
SURFACE OF 9,400 HA AND WITH A STORE CAPACITY OF
OVER 1,4 MILL. TONES - IGNORING COSTS AND ENVIRONMENTAL IMPACTS
8 MAIN PROBLEMS OF THE MINING SECTOR IN THE
RESTRUCTURING PERIOD (CONTINUATION)
THE LEGISLATION IN THE PERIOD BEFORE 1990 AND AN
INADEQUATE MANGEMENT, HAS DAMAGED THE
ENVINRONMENT AROUND AREAS BY
- DIRECT OUTLET IN THE EMISSARY OF CONTAMINATED
WATERS, FROM THE WASTE DEPOSITS, FROM MINES
AND FROM PROCESSING PLANTS, INCLUDING CYANIDES - CONSTRUCTION OF WASTE DEPOSITS AND TAILING PONDS,
HAVING A HIGH RISK LEVEL DUE TO LOW STABILITY OF
THE SLOPES AND DAMS - AFFECTING SOME HABITANT AREAS AND LAND OWNERS
- DUST RESULTED FROM WASTE DEPOSITS AND TAILING
PONDS - NOISE
9 MAIN OBJECTIVES OF THE MINING SECTOR, ACCORDING
TO THE STRATEGY APPROVED BY THE GOVERNMENT IN 2004
- REASSESS OF THE MINING PERIMETERS AND
CONCENTRATION OF THE ACTIVITY IN THE MOST
FAVOURABLE AREAS - TO DEVELOP MINING PRODUCTS ACCORDING TO THE
MARKET DEMANDS - CUTTING DOWN DIRECT INVOLVMENT OF THE GOVERNMENT,
IN SUSTAINING OF MINING ACTIVITIES, BY - CUTTING DOWN SUBSIDIES AND SOCIAL TRANSFER FUNDS
IN THE ORE AND UNDERGROUND MINES FOR LIGNITE,
STARTING WITH YEAR 2007 - ALLOTIONG OF THE SUBSIDIES FOR HARD COAL
PRODUCTION TILL YEAR 2010, ACCORDING TO THE
PROVISIONS OF THE CE DIRECTIVE 1407/2002.
REGARDING THE STATE AID FOR COAL SECTOR - SOCIAL PROTECTION FOR REDUNDANT PERSONNEL FROM
THE MINING ACTIVITY
10MAIN OBJECTIVES OF THE MINING SECTOR(CONTINUATION
)
- UNDERTATE OF MINING ACTIVITIES IN COMPLIANCE WITH
MINING PROTECTION CRITERIA - ALLOTING THE FUNDS FOR MINING CLOSURE AND
ENVIRONMENTAL REHABILITATION (FROM BUGETARY AND
EXTERNAL SOURCES) - MITIGATION OF THE SOCIAL IMPACT DUE TO MINNG
CLOSURE AND REDEVELOPMENT OF THE MINING AREAS - IMPROVEMENT OF TECHNOLOGICAL PERFORMANCES, IN THE
MINES WITH A GOOD DEVELOPMENT PERSPECTIVE AND
CLOSURE OF NON-VIABLE MINES
11MAIN OBJECTIVES OF THE MINING SECTOR(CONTINUATION
)
- PRIVATIZATION OF VIABILE MINES AND OF THOSE WITH
REVIVAL POTENTIAL TO BECOME VIABLE - UNDERTAKE OF MINING ACTIVITIES IN COMPLIANCE WITH
MINING PROTECTION CRITERIA - - MAKING THE INVENTORY OF THE ENVIRONMENT
DISTURBANCES PRODUCED SO FAR - - ESTABLISH THE OBLIGATIONS AT THE MINING
COMPANIES FOR ENVIRONMENTAL REHABILITATION - - PROMOTE AN ENVIRONMENTAL MANAGEMENT AT
EUROPEAN STANDARDS (NEW DIRECTIVE CE FOR
MANAGEMENT OF WASTES IN EXTRACTIVE INDUSTRIES) - SOCIAL PROTECTION FOR REDUNDANT PERSONNEL FROM
THE MINING ACTIVITY - ECONOMIC REHABILITATION IN FORMER MINING AREAS
12FINANCIAL RESOURCES REQUIRED FOR 2004-2010FOR
MINING CLOSURE AND GEOLOGICAL REHABILITATION
USD mill.
13CONCLUSIONS
- RESTRUCTURING OF THE MINING INDUSTRY IS A VERY
IMPORTANT OBJECTIV OF THE GOVERNMENT, IN THE

OF A SUSTAINABLE OF THE ECONOMY DEVELOPMENT
ESPECIALLY REGARDING PROVIDING RAW ENERGETICAL
RESOURCES FOR THE ENERGY SECTOR - STATE INVOLVEMENT SUPPORTING THE MINING INDUSTRY
WILL BE - - TOTALLY ELIMINATED STARTING WITH YEAR 2007,
FOR THE LIGNITE UNDERGROUND MINES - - TOTALLY ELIMINATED STARTING WITH YEAR 2011,
FOR THE HARD COAL SECTOR (ACCORDING TO THE
EC DIRECTIVE 1407/2002 - - DESTINED FOR THE MINING CLOSURE PROGRAMS OF
NON VIABILE MINES AND FOR ENVIRONMENTAL
REHABILITATION OF THE AFFECTED AREAS, ACCORDING
TO THE NEW DIRECTIVE REGARDING THE MANAGEMENT OF
THE WASTES IN THE EXTRACTIVE INDUSTRIES
14CONCLUSIONS(CONTINUATION)
- VIABLE MINES AND OPEN PITS WILL BE MODERNIZED, BY
THEIR OWN SOURCES, BY ATTRACTING PRIVATE FUNDS
AND / OR BY PRIVATIZATION PROCESS - WILL BE ACCELERATED THE ACTIONS FOR PRIVATIZATION
OF - - ENERGETICAL COMPLEXES ROVINARI , TURCENI,
CRAIOVA - - LIGNITE OPEN PITS FROM THE STRUCTURE OF
NATIONAL SOCIETY OLTENIA SA TG. JIU (MAIN
LIGNITE PRODUCER) - - SALT MINES
- FORMER MINING AREAS WILL BE REHABILITATED IN
ORDER TO ASSURE THE BEST INFRASTRUCTURE
CONDITIONS FOR NEW INVESTMENT PROJECTS
