Clintons Zigzag Course in Late 1995 and 1996

• All about the differences between Clinton and the
  Republicans
• The Republicans were attempting to get Clinton to
  sign the Reconciliation Bill by refusing to
  increase the national debt limit
• November and Late December the Government shuts
  down for 43 days

• In November Clinton agrees to 7 year deadline for
  balancing the budget in an attempt to secure
  Republican backing
• Focused mostly on the important issues of the
  environment, education, and health programs when
  he went in for budget negotiations with the
  Republicans in November and December

• By March 1996 the budget remains unresolved.
• Narrowly escaped another shutdown in March by
  signing another resolution on March 15th
• By now 5 of the 13 Bills havent been approved yet

• Late February Clinton Administration starts to
  show support for AFDC, Food Stamps, and child
  welfare but only after being criticized by Donna
  Shalala
• April 24th Congress and the White House finally
  agree on a budget for the 1995-1996 Fiscal Year
• The Personal Responsibility and Work
  Opportunities Act of 1996
• AFDC replaced with TANF

TANF

• States responsibility to make sure that the
  adult recipients participated in work or
  work-related activities after receiving 2 years
  of assistance
• They could receive cash assistance for a max of 5
  years over a lifetime
• Denied use of federal funds for minor parents
  younger than 18 who did not go to school or live
  in an adult-supervised setting

Clintons Second Term

• Balanced Budget Act of 1997
• Huge cuts in Medicare and Medicaid were the
  results of reaching the budget goal
• HMO always existed but now provider-sponsored
  organizations and preferred provider
  organizations existed
• Harsh cuts in discretionary spending
• Couldnt keep up with inflation through 2002
• Negatively effected federal spending on social
  services, education, training, and employment for
  the next 6 yrs

• President and Congress also wanted to up the
  federal funding for the military which also puts
  stress on the discretionary budget
• Educational Reforms of 1997
• HOPE Scholarships
• Lifetime Learning Credit
• Clinton Video
• Social Security
• Trust Fund will be depleted by 2032

Important Victories

• Mental Health and Health Fields
• 1996 Tipper Gore (Al Gores wife)
• Private Health insurance companies not allowed to
  discriminate against mental health problems in
  their plans
• Child Healthcare Plans
• Gave grant of 20 billion to the states to
  provide health insurance to those children
  uninsured
• However great of an idea it was, it rarely
  happened because of the lack of state enrollment

  illegal immigrants from participating in any

  required to return to their countries of origin
