Post-Event Activities
2Learning Objectives
- Identify reasons for having a comprehensive
post-event process for major special events. - Identify reasons for having thorough after-action
documentation for major special events. - Identify variety of post-event activities,
including logistics and accounting wrap-up
functions. - Identify several methods for conducting an
after-action process.
3Question
Who has had any experience in conducting wrap-up
activities after a major special event?
4Exercise
Make a list of all activities you can imagine
would be required at the conclusion of a major
special event.
5Post-Event Activities Key Components
- Logistics wrap-up
- Accounting functions
- After-action report
6Logistics Wrap-Up
- Retrieve all department supplies and equipment
from all personnel and event locations. (Check
against inventorycomputerized is most
efficient.) - Return all internally acquired resources to
applicable divisions. - Collect and store all temporarily issued
equipment (e.g., riot gear). - Return all leased equipment to suppliers.
7Logistics Wrap-Up (continued)
- Inspect all facilities used by security
personnel. - Return any unused munitions to storage or
suppliers, if applicableif munitions used,
record inventory number. - Return any specially modified equipment to its
intended use (vehicles, shotguns, etc.). - Restore all facilities to regular operational
status (property room, store rooms, etc.).
8Accounting Functions
- Obtain and review invoices from suppliers.
- Obtain and review invoices from supporting or
partner agencies for personnel overtime,
equipment, supplies, etc. - Review and process internal personnel
actionsovertime pay, comp time requests, injury
reports, etc. - Prepare final report itemizing all expenditures.
9After-Action Report
- Documents the following
- Nature of the event
- Which agencies participated in security
- What activities occurred during the event
- What security efforts were implementeddetails of
each area of operations, such as communications,
intelligence, credentialing, logistics, training,
etc.
10After-Action Report Critique of planning and
implementation
- What went well
- What didnt go well
- Consequences
- Lessons learned
11Question
What are some alternative methodologies for
obtaining input and information to critique the
security of the special event?
12After-Action Report Alternative methodologies for
obtainingafter-action findings
- Supervisors complete individual critiques (using
standardized questions). If the event continues
over more than one day, they complete a report
for each day (so they dont forget small
details). - Members of the event evaluation team conduct
debriefing interviews with event security
supervisors, commanders, and others.
13After-Action Report Alternative methodologies for
obtainingafter-action findings (continued)
- Focus groups are held with event security
commanders and supervisors to discuss the issues. - Event evaluators spend time in the field during
the event to collect their own observations and
critiques.
14After-Action Report Common critiques
- Didnt execute as planned
- Communications breakdown
- Inadequate training
- Inadequate supplies
15After-Action Report
- Example
- Seattle Police Departments handling of the World
Trade Organization meeting in 1999 - www.seattle.gov/Police/Publications/WTO/WTO_AAR.PD
