the Standard Policy Development Process for a new
or proposed policy or a category of policies if - Practical or operational considerations require
rapid development and adoption of a policy or - Adoption of the new policy or substantial
revision of an existing policy is mandated by
statute or regulation and is not discretionary
and - The need for adoption of the new policy is urgent

development of the policy for compliance with its
records retention schedule - Certifies that the policy has been reviewed in
accordance with INT155
