• Abstracting (taking) water from a water resource
• Storing water
• Stream flow reduction activities (the use of land
  for commercial afforestation)
• Discharge of waste or water containing waste into
  water resources
• Making changes to the physical structure or
  course of rivers and streams
• Controlled activities (such as irrigation with
  water containing waste)
• Using water for recreational purposes

WATER USE AUTHORISATIONS
Licence High risk, Reserve required, must
register
General Authorisation Common use, lower risk,
most must register
Increasing risk of impact
Schedule 1 Use Widespread use, minimal risk, no
registration required

• Continuation of existing lawful use is a
  transitional
• measure until the use is licensed
• The Reserve has priority over all water uses

COMPULSORY LICENSING

• The principal instrument for re-allocating water
  use to achieve equity, sustainability and
  efficiency.
• Includes determination of Resource-Directed
  Measures
• Will be applied for all water uses in specific
  geographic areas when desirable or necessary
• Will cover all uses in a given area
• Includes public consultation
