• Slow start, with significant development work but
  no enrolments to fund it
• Project work time limited, funded by outcomes
• Recruitment of suitable tutors
• Communication when working onsite
• Problems with working on small sites more
  difficult to get enough learners to make viable
• Using a new accreditation for the service
