Recommendations

• Strategy 1 Finalize and endorse statewide
  needs assessment/annual targets
• Identify needs for supportive housing
• Set long and short term housing targets by type
  and number of housing units
• Establish threshold requirements for services and
  supports that illustrate what services and
  supports are needed to match with housing targets
• Publish annual progress report that tracks
  progress toward meeting unit targets, outcomes
  and changing needs

• Strategy 2 Increase the supply of affordable
  rental housing
• Increase incentives in the Low Income Housing Tax
  Credit Program for developers to target units for
  the Collaboratives target populations
• Take other steps to spur local development
• Strategy 3 Increase the availability of rental
  assistance
• Establish a Permanent Supportive Housing Rental
  Assistance Program
• Work toward a permanent source for the Housing
  Trust Fund and include capital subsidies for
  supportive housing as a use of the Trust Fund

• Strategy 4 initiate a demonstration program to
  provide permanent supportive housing for
  transitioning youth
• Begin this demonstration in Bernalillo County in
  2007
• Identify challenges and opportunities for
  expansion
• Strategy 5 Take action to better serve adults
  with serious and persistent mental illness
  including those individuals with co-occurring
  disorders
• Establish a housing support model that
  incorporates housing first principles
• Identify what policies, practices and other
  actions need to occur to assure services and
  supports will be continuously available to
  individuals to get and keep housing
• Initiate a demonstration program with Adult
  Protective Services

• Strategy 6 Create local supportive housing
  partnerships and expand capacity of housing
  developers to create quality, affordable housing
• Begin building the knowledge base of how to
  create more opportunities for supportive housing
  at the regional and local level
• Work through MFA and the non profit housing
  community to expand the housing delivery systems
  capacity to create more housing
• Create formal and informal partnerships at the
  local (and regional) level to create more housing
  and support opportunities and reduce barriers to
  utilizing existing resources

• Identify opportunities and reduce barriers in the
  current service delivery system to enable service
  providers to help individuals get and keep
  housing
• Identify opportunities for utilizing peer support
  specialists to help individuals get and keep
  housing
• Identify and fill resource gaps in the service
  delivery system that have a negative impact on
  the desired outcomes -- people getting or
  keeping housing

• MFA will play a major leadership role in the
  outcome of this Statewide Housing Plan

  Collaborative, to secure a permanent source for
  the Housing Trust Fund

  plans
