• Civic participation a duty
• Women, foreigners, and slaves had no political
  rights

  Everyone considered a citizen voted for laws and
  participated in all government activities

• Surprisingly, women had more rights in Sparta,
  including more outdoor roles
• Women in Athens were viewed as help mates and
  were suppose to stay inside the home
