Key Points of TELPAS

• Stands for Texas English Language Proficiency
  Assessment System
• Used to meet the English language proficiency
  testing requirements under Title III of NCLB
• Applicable to all limited English proficient
  students in grades K-12

TELPAS Components

• Reading Proficiency Test in English
• (RPTE)
• Administered annually to all limited English
  proficient students in grades 3 through 12
• Scores reflect four levels of proficiency
  Beginning, Intermediate, Advanced, and Advanced
  High

• Texas Observation Protocol
• (TOP)
• Includes all limited English proficient students
  in grades K-12
• Ratings assigned in the areas of listening,
  speaking, reading (K-2) and writing
• Rubrics used to assign proficiency levels

  High

TELPAS and Accountability

• The four areas rated are assigned an overall
  composite rating.
• The composite ratings are used in the Annual
  Measurable Achievement Objectives (AMAO) federal
  accountability measures for English language
  learners.
• States must show annual increases in the progress
  ELLs make in learning English and in attaining
  English language proficiency

TELPAS and Accountability

• Our progress goal is to evaluate the percent of
  ELLs making at least one proficiency level of
  progress a year.
• Our attainment goal is to evaluate the percent of
  ELLs reaching the Advanced High proficiency level.

Final Thoughts

• Teaching ELLs to listen, speak, read, and
  write at grade-appropriate levels is the shared
  responsibility of all who teach them. Listening,
  speaking, reading, and writing skills are needed
  in all subject-area learning.
