3What are POS?
Programs of study is a process jointly undertaken
by various educational stakeholders to align a
career pathway within a career cluster that will
be used by a student to create their own Personal
Plan of Study.
4Elements of a POS
- Lead to an industry-recognized credential or
certificate at the post-secondary level or an
associate or baccalaureate degree.
- Opportunities for students to participate in dual
or concurrent enrollment or acquire
post-secondary credit in other ways.

- Non-duplicative progression of courses.
- Utilizes strategies for student success in
transitions
- Coordinate secondary and post-secondary
curriculums. - Insure coherent and rigorous content
- Align with challenging academic and technical
content.

occupations and industries.

- Supports workforce economic development

9Why are weimplementing them?
10In todays world, CTE is an important component
of most any students education as it helps
prepare high school students for either a
transition to the workforce or a post-secondary
degree. Programs of study help students see a
connection between the academic subjects in a
classroom and the application of that knowledge
in the working world. For many students, this
connection is critical to their decision to stay
in high school and graduate with a

11One of the unique attributes of vocational and
technical education programs is their ability to
show students a path that could end in a
certificate, credential, employment, military, or
post-secondary education. Along this same track
we include a new requirement for state
development of career and technical programs of
study for CTE areas. I believe programs of study
will help drive program improvements by ensuring
that states clarify the progression of academic
and vocational courses needed for post-secondary
education, training, or employment of a students

12This legislation, (Perkins) is important for
three reasons. The first reason is the added
emphasis on academic achievementThe second
reason this legislation is important is it will
help ensure we are preparing students for
tomorrows workforceThe final reason this
legislation is important is because it provides a
foundation for the redesign of federal education
policy. We need to structure federal education
policies that provide students and adult learners
with access to lifelong education opportunities.
In this 21st century economy, learning never ends

19RE Missouris State Plan
Each community college (Perkins Eligible Grant
Recipient), in consultation with Tech Prep
Consortia will select 2-3 possible Career
Clusters to target for Programs of Study
Development.
The community college would then meet
collectively with all Secondary (Perkins Eligible
Grant Recipients) to agree on the Programs of
Study to target for development, set timelines
and expectations of all involved.
20How do we do this?
21POS and Tech Prep
- Each Tech Prep Program shall consist of a program
of study that combines a minimum of two years of
secondary education with a minimum of two years
of post-secondary education or an apprenticeship
program of not less than two years following
secondary education instruction.and
22Tech Prep defined by Perkins.
- ..Integrates academic and CTE instruction
- Utilizes work-based and worksite learning where
appropriate and applicable - Provides technical preparation in a career field
including high skill ,high wage or high demand
occupations. - Builds student competence in technical skills and
core academic subjects. - Leads to technical skill proficiency, industry
credential, certificate or a degree - Leads to placement in high skill, high wage
employment or further education.
