Title: Revised Ozone Standard Briefing

1
Revised Ozone Standard Briefing
  • EPC Board Meeting
  • January 15, 2009

2
National Ambient Air Quality Standard (NAAQS) for
Ozone Revised
  • March 12, 2008 EPA revised the ozone standard
from 84 parts per billion (ppb) to 75 ppb, based
    on an 8-hour average
  • revisions reflect new scientific evidence about
ozone and its effects on public health and the
    environment
  • The final rule was effective on May 27, 2008

3
Ozone Compliance Values (based on 2006-2008 data)
4
Determination of Non-Attainment Area
  • The EPAs presumptive non-attainment area will
encompass the entire Core Based Statistical Area
    (CBSA)
  • The CBSA for Hillsborough County includes
    Hillsborough, Pinellas, Pasco and Hernando
    Counties

5
Non-Attainment Designation
  • Outside of the presumptive CSBA, states may argue
for a larger or smaller area, based on an
analysis of nine air quality-related attributes
  • Air quality data
  • Emissions data
  • Population density
  • Traffic and commuting patterns
  • Growth rates
  • Meteorology
  • Geography and topography
  • Jurisdictional boundaries
  • Level of emission source control

6
Non-Attainment Designation Dates and Clean Up Plan
  • March 12, 2009 the Governors recommendations
defining the areas of nonattainment are due to
    EPA.
  • March 12, 2010 EPA makes final determination of
    nonattainment areas
  • March 12, 2013 the State Implementation Plan
    (SIP) is due to EPA
  • 2013 or later (yet to be determined, based on the
severity) nonattainment area to show compliance
    with new ozone standard

7
Implications
  • Clean Up Plan
  • Tougher standards for industry
  • Cleaner gasoline/vehicles
  • Conformity issues for growth
  • Congestion Mitigation and Air Quality (CMAQ)
    monies for transportation projects
