Background

• A particular WLAN may make agreements with
  several 3GPP operators
• 3GPP WLAN roaming scenarios include an additional
  level of indirection
• operators may act as brokers for the
  authentication exchange between the WLAN and the
  users Home Network
• 3GPP term for the broker is Visited Network

Problem

• 3GPP roaming users need to be provided with a
  list of available visited networks
• 3GPP roaming users (manually or automatically)
  need to be able to specify the desired visited
  network (i.e. where authentication should be
  sent) to the WLAN AN.

Network Advertisement Requirements

• Information about available networks to a roaming
  subscriber using a WLAN to access the 3GPP system
  should be available to the User Equipment
• The User Equipment should be able to choose the
  visited network based on this information and
  possibly on other information available (e.g.
  preferred network list, forbidden network list)
• The network selection process for a user should
  be possible automatic and manual

• Open an issue in the EAP WG to analyze the
  presented requirements in an attempt to come up
  with a solution to convey information (through
  EAP protocol) to the UE to allow for Network
  Selection
