1 REPORT STATUTEStatute of Josip Juraj
Strossmayer University of Osijek, stipulated in
Article 58, Paragraph 5, Subparagraph 3 of the
Law on Scientific Activity and Higher Education
(Official Journal No. 123/03), is passed by the
Senate of Josip Juraj Strossmayer University of
Osijek on 13 February 2003 and it became valid
on 21 February 2004. Organisational

University an institution of higher education
establishing and conducting university
studies in at least two scientific and /or
artistic areas in larger number of fields
and interdisciplinary studies as an
autonomous and integrated process. University
conducts these studies directly or by its
faculties, artistic academies and departments
established in accordance with the Law,
conducting scientific, artistic and
developmental research, too.

functional integration University integrates
functions of its constituent parts, especially
faculties, artistic academies and departments
(so-called functional integration) and through
its bodies assures their integrated and
harmonised activity in accordance with strategic
and developmental decisions on academic issues
and defining of scientific research, as well as
integrated and harmonised activity in financial
management and legal proceedings, investments,
developmental plans and in appearing toward
external partners in scientific activities and
higher education.
5University Bodies University bodies are
Rector, Senate and University Council. RectorRe
ctor is the leader and the representative of the
University.In his/her activities, rector has
rights and obligations of the Head of
institution. SenateSenate is an elective
professional university body with balanced
representation of different scientific and
artistic areas and specific scientific-educational
constituent parts of the University. Senate has
more members than the University Board (up to
25).
6Senate structureAt least 60 Senate members are
employees in scientific-educational profession
(academic title). At least 10 of the Senate
members are undergraduate and graduate students
representatives and at least 5 are postgraduate
students. At least 20 of Senate members are
representatives of other employees.There are 13
Senate members representing the teaching staff
with academic title according to the scientific
field and scientific-educational university
constituent parts.Student representatives

7Rector is the Senate member according to his/her
position. University Vice-Rectors, as well as
the representative of the Union of Science and
Higher Education take part in Senate activities
having no right to vote.
8University Council - supervising body
University Council is the University body
responsible for carrying out of the University
activities according to the Act on University
Founding and the Statute. The Council takes care
of the University development and its interaction
with the community, discusses and accepts
strategic decisions of the Senate. The Council
supervises the fulfilment of the University
activities and the regularity of the
performances, usage of human and material
resources, realization of decisions of the
University senate and University Board, as well
as deals with other responsibilities imposed by
the Statute. The University Council consists of
12 members.
9Financing of the University Financing of the
University and its members is based on the Law
and the Statute, and is in accordance with the
regulations, which are accepted by the Senate, on
suggestion of Rektor. University and its
members are financed out of 1. funds of the
founders, 2. State budget of the Republic of
Croatia, 3. budgets of the County, the City and
communities, 4. National Foundation for
Science, Higher Education and Technological
Development of the Republic of Croatia, 5.
own sources, such as income of tuition fees,
research, artistic and professional
projects, expertise, publishing and other
activities, 6. University and other
foundations, return of commercial and other
legal entities, 7. direct investments of
individuals, commercial and other legal entities,
8. donations, and 9. other sources.
10University can be financed only out of sources,
which do not affect its independence and dignity.
Universitys own financial sources can be
acquired only through activities, which do not
harm its basic activities. University and its
members are financed out of the State budget.
Financing is based on the capacities of the
University and its particular members, studies
and their quality, as described in the Article 16
of the Law on Scientific Activity and Higher
Education.Financial means from the State budget
are remitted to the University as a total amount.
11Based on suggestion of Rektor, the Senate agrees
on the University budget, in which the total
amount received out of State Budget is divided as
follows ? wages and allowances of
employees ? material expenditures ?
international relations ? publishing
activity ? capital investments ?
joint scientific programmes ? developmental
and advancement projects ? partial coverage
of student costs ? other expenditures
necessary for University functioning.
12In the University Budget Plan, minimum 10 of the
sources is allotted to capital investments and
advancement. University members are obliged to
allocate part of their own funds for the
University budget. These funds are used for
capital investments and developmental programmes,
in accordance with the specific regulations.
