13Barcelona Declaration Project
- The Barcelona Declaration Summary
- Part I 5 point-statement highlighting
barriers in our society. - Part II A preamble concerning rights and
entitlements - Part III A list of 17 agreements which
outline actions -
14Barcelona Declaration Project
- What does this mean for local authorities?
- to provide more favourable conditions, necessary
support and resources to promote equal
opportunities for inclusion and environmental
access for all its citizens - to consult with people with disabilities and
their advocates - to devise a plan of action to design services and
structures so they can be used by everyone -
15Barcelona Declaration Project
- Adoption of the Declaration
- and participation in the Project
- gives Local Authorities the opportunity...
16Barcelona Declaration Project
- to operate at the political and social cutting
edge - to lead the way
- to demonstrate that they can make a difference
- to make their city, town or village a better
place to live in
17Barcelona Declaration Project
- to bring pride to the community which they serve
- to provide tangible responses to community needs
- to resolve local issues relating to the needs of
people with disabilities - to work in partnership with disability advocates
18Barcelona Declaration Project
- consultation
- co-operation
- shared decisions
-
- inclusion
19Barcelona Declaration Project
- The conclusions after 6 months of work
- There is a rapid (positive) change in the culture
and attitudes among decision makers at local
authority level leading towards creating
inclusive society
20Barcelona Declaration Project
- The disability proof decision-making process may
only work if the consultative process (in which
the disability advocates would participate
meaningfully and effectively) is in place
21Barcelona Declaration Project
- There is a communication gap between local
authority representatives and disability
advocates. - This may be overcome by a training to train
trainers programme
22Barcelona Declaration Project
- The adoption process (of the Barcelona
Declaration) will be meaningless without its
implementation. - The development of guidelines is essential for
this process. -
23Barcelona Declaration Project
- The Results of 9 months work
- The Declaration has been adopted by 45
local authorities (out of 114) and counting. - Change of initial assumptions regarding the
Declaration. - Clear course of action for next stage of the
Project.
24Barcelona Declaration Project
- Initial set of assumptions (that proved to
be correct) - That local authorities have the power to remove
physical and attitudinal barriers that cause
intimidation . -
-
25Barcelona Declaration Project
- That elected representatives have a
responsibility to the people and the community
that have put their trust in the elected
representatives. - That the structures, facilities and services that
have to be put in place should be inspected to
ensure that they have made life easier for people
with disabilities. -
26Barcelona Declaration Project
- Initial set of assumptions (that the team
had to review) - The Barcelona Declaration stands in its own
right. - It is an inspirational manifesto but there is no
obligation on local authorities to adopt or to
implement the Declaration.
27Barcelona Declaration Project
- Formulation of a new approach
- Disability issues are within the scope of
Equality. - The Barcelona Declaration therefore may be seen
within a framework of European and Irish
initiatives and legislation
28Barcelona Declaration Project
- The Equality framework and relevant policies in
Ireland - Employment Equality Act 1998
- Part M of Building Regulations 1999
- Equal Status Act 2000
- Programme for Prosperity and Fairness 2000
- National Action Plan against Poverty and Social
Exclusion 2001/2003 - Employment Action Plan 2002
- Disability Bill 2002 ?
29Barcelona Declaration Project
- Key Issues for the Project
- For the Local Authorities strategic and
operational decision-making processes the
framework constitutes political, statutory and
social references. - Local Authorities have not only social but also
statutory obligations to address those aspects of
the Barcelona Declaration (e.g.Art. V II), - which correspond with Equality legislation.
