Ethnicity Crime

More statistics
  • Once arrested, who is more likely to be held in
custody and charged with serious offences, black
    or white people?
  • Who is more likely to plead not guilty?
  • If found guilty, who is more likely to be put in
    prison, white or black?
  • Those of an Asian origin are more likely than
average to plead guilty are they more or less
likely than other ethnic groups to be imprisoned
    if found guilty?

3
So are ethnic minorities discriminated against?
  • Bowling Phillips say research indicates
    discrimination does exist.

4
  • Punishments Proportionately black African
carribean people are more likely to be put in
    prison.
  • In 1998 the rate of White people imprisoned was
185 per 100,000, for Asian people it was 168 per
100,000 how many do you think it was for Black
    people per 100,000 guesses please!

Policing Ethnic Minority groups is the crime
rate a reflection on racist policing or is it
realistic?
  • Reality
  • Mayhew et al crime is performed by young males
from poor backgrounds. They say its not because
of their colour but because a) there are more
youths in ethnic communities b) Overall ethnic
    minority communities are poorer
  • Phillips Browns study of police stations found
no evidence of any differing treatment of
    prisoners whatever colour they were
  • Racist practices?
  • See next slide for the following
  • Reflection of society approach
  • Canteen culture
  • Institutional racism

6
Racist practices
  • Societies approach -The theory of Lord Scarman in
1981 is that of course some police are racist,
just like people in society but once these bad
apples are rooted out the problem will be solved
  • Canteen Culture Police officers have a lot of
stress and pressure so theyve developed a
culture to deal with it that involves racism.
    Holdaway ( 1983 ) Graef ( 1989 ) found that
    police are racist.
  • Institutional Racism Macpherson ( who
investigated the racist death of Stephen Lawrence
) discovered the police procedures, practices
and a culture that tend to exclude or to
disadvantage non-white people. The key point is
that day to day activities of the organization
are based upon racist ideas and practice. This
means police might not personally be racist but
in their job they may have to make assumptions
about Black males and their likelihood of
    offending.
