Overview and Background
  • The State Universities Civil Service System
    (SUCSS) was created and established on January 1,
    1952 when the State Universities Civil Service
    Act was passed by the 67th General Assembly and
    became law.
  • As defined by the Act, the purpose of the
    University System is to establish a sound program
    of personnel administration for the Illinois
    Higher education community
  • Enforcement authority for the provisions
    contained in the statute are delegated to the
    Merit Board and Director of the SUCSS System
    Office.
  • Audits of the personnel programs and procedures
    for each applicable University and State Agency
    are conducted every two years to ensure
    compliance with the provisions of the law.

    from Civil Service
  • Criminal consequences of willfully violating the
    Civil Service rules and procedures related to
    personnel administration

    2009 identified three material findings as
    follows
  • Inadequate position management processes for
    APs
  • Improper exemption as APs (PAA) for jobs that
    should be classified as Civil Service
  • Improper exemption as APs (PAA) for Academic
    Hourly jobs that should be classified as civil
    service

The Chancellors Commitment for Full Compliance
  • Intent to comply with the recommendations put
    forth in the DAR by SUCSS within 12 months
  • Develop processes to ensure tighter position
    management protocols for APs
  • Plan to immediately transition jobs that are
    incorrectly classified as Academic Professional
    to Civil Service upon expiration of appointment
    periods
  • All AP jobs will be evaluated and documented with
    appropriate job descriptions within 12 months
