causes and consequences of the use of alcohol,
tobacco and other drugsin order to effectively
and efficiently utilize prevention resources - Conduct periodic, statewide assessments
- Assess magnitude and distribution of substance
abuse and related consequences across lifespan - Establish and manage data system for monitoring
- Develop Epidemiological Profile
- Communicate data in ways designed to facilitate
use - Promote ongoing in-depth exchange of data and
learning among SEOW and State decision makers
4Outcomes-Based Prevention
Conceptual Framework for the Data System
Substance-related consequences Substance Use
Risk Protective Factor/ Causal Variables
Programs/ Policies/ Practices
5Data Collection
- Consequences
- Causal Factors (Risk and Protective)
- Consumption
- Alcohol
- Tobacco
- Marijuana
- Other Drugs (We decide whats most important for
Delaware)
6Categories of Data
- Consequences
- Undesired health, social and safety outcomes of
substance use - Scientific evidence to support alcohol, tobacco
or illicit drug as contributing factor to
consequence (acknowledging multiple causes) - Consumption
- Patterns of substance use
- Frequency, quantity
- High risk situations
- High risk populations
7Data Synthesis/Analysis
- Looking at Consumption through Consequences
(i.e., school performance by marijuana use) - Looking at Causal Factors through Consumption
(i.e., underage drinking by parental disapproval
of alcohol use) - Looking at overlap of consumption, causal factors
and consequences (mapping of binge drinking,
parents providing alcohol, and DUI fatalities)
8Data Dissemination
- Epidemiological Profile(s)
- Identifying Target Populations (i.e.,
Legislators, other Decision-Makers) - Matching the Message and the Communications
Format to the Target Population - Effectively Impact Policy and Practice with Data
9SEOW Requirements Deliverables
