Article 11

• A multi item article that includes
• Designs and permits for Stream
• Diversion to increase our aquifer supply
• Water meter installation for
• residential water consumers
• Designs and permits for a
• desalination facility
• The items were grouped together because we need
  to install water meters to be able to comply with
  the State requirements for a water conservation
  plan.

NHDES Involvement in Our Water Situation

• The State of New Hampshire Department of
  Environmental Services Water Division regulates
  all large water resources.
• NHDES has informed the Town that before they will
  permit any new water sources the Town must
  institute a Water Conservation Plan that
  includes
• Public Education for water conservation
• Water Meters
• Leak Detection

Article 33

• This article creates and initiates funding of a
  Water Resources Capital Reserve Account.
• This account is similar to a savings account.
• We know that the solution to our water crisis is
  going to be costly. This account will allow the
  Town to begin saving the necessary funds rather
  than creating a potential large tax burden in the
  future.
• These funds can only be used for Water Resources.

What led to our current water situation?

• Multiple changes in our town contributed our
  water crisis.
• Long term drought has reduced
• our water availability.
• Failure to institute water system facilities
• recommended by our
• engineering advisors.
• Population growth made possible by our sewer
  system and reduced lot size.

What are our options?

• Vote No on Articles 11 and 33 and our water
  situation will stay the same or possibly get
  worse.

• Vote YES on Articles 11 and 33 and our water
  situation will be on the road to improved water
  resources.
