Visitor Check - In
  • All visitors are required to sign in at the main
    office of all buildings. Some schools provide
    visitor badges for guests.
  • Visitors are required to sign out when leaving
    the buildings.
  • Faculty and staff have been told to direct
    visitors in the building to the main office and
    report any suspicious individuals or observations.

Video Surveillance
  • Video cameras are installed in all district
    buildings (except Admin).
  • Video camera's are connected to servers that
    record video on hard drives. The video cameras
    are motion activated.
  • Viewing of video footage is done via computer on
    the districts network.
  • Several illegal incidents have been solved by
    reviewing the video camera footage.

Card Access to Buildings
  • Card readers are currently being installed in all
    district buildings.
  • Card Readers will provide faculty and staff
    entrance to the buildings without the need for
    keys.
  • The card reader system will record/log each entry
    into a building.
  • Cards can be immediately disabled when reported
    lost or stolen.

Response Teams
  • Each school has staff members assigned to a
    Response Team.
  • Most members of response teams are trained in
    First Aid, CPR, and AED.
  • Most members of response teams have emergency
    medical kits to respond with.
  • Response Team members deploy to the designated
    area per PA announcements.

Emergency Procedures
  • Each school has individualized procedures for the
    various emergency situations.
  • Indoor procedures include lockdown, tornado, and
    earthquake.
  • Outdoor procedures for evacuations include fire,
    gas leak, bomb, or post earthquake.
  • Emergency Supplemental Information is brought to
    the evacuation sites.
  • PDAs are used by several staff members which
    contain pertinent student information.

Communications
  • Each school has two-way radios that are used for
    daily communication and during an emergency
    situation.
  • Administrators, Maintenance, and SROs have cell
    phones to communicate with in the event two-way
    radio service is disrupted.

Emergency TrainingBuildings
  • Building principals are required to conduct 10
    emergency drills per year.
  • Drills are documented and made available for
    review by the Clayton Fire Department.
  • Each building has staff members that are trained
    in First Aid, CPR and the use of the AED.
  • Other school emergency training takes place
    throughout the year on site and off site.

Emergency TrainingDistrict Safety Coordinator
Tim Wonish
  • Works with building principals in emergency
    management planning.
  • Has knowledge of utilizes federal, state, and
    local school violence prevention programs and
    resources.
  • Participates in table top exercises with outside
    agencies including threat assessments.
  • Networks with other districts to enhance district
    emergency plans.
  • Responsible for overseeing inspections pertaining
    to physical safety, including building and ground
    inspections.
  • NCI Training (Non-Violent Crisis Intervention)
  • Communicates dates and times of training to
    building principals and encourages them to send
    staff members to training.

Emergency TrainingClayton Police
  • Clayton Police Officers conduct periodic training
    in the school building when not in session.
  • Scenario based training is done to better prepare
    officers.
  • New officers are acclimated to the school
    buildings as part of their field training.
  • Officers conduct active shooter training once a
    year.

Emergency Training Teachers and Students
  • Teacher and students take part in emergency
    drills throughout the year.
  • Teachers convey and teach procedures to students
    based on the type of emergency situation.
  • Follow up with staff takes place after each drill
    for assessment and recommendations for
    improvement.

Building Identification
  • All exterior doors and stairwells in the School
    District buildings are labeled for emergency
    purposes.
  • Exterior doors are numbered and stairwells are
    lettered.
  • Building CAD drawings and information are in each
    police vehicle readily accessible.

Relationships
  • Faculty, staff, and students are all regarded as
    trained observers.
  • They are taught to look for suspicious people or
    things out of the ordinary and asked to report
    immediately to administration.
  • Most importantly, the relationships built between
    students and staff is what keeps our schools safe.

Recommendations
  • Form a District Safety Committee
  • Co-Chaired Don Rugraff Tim Wonish
  • Consists of SROs, and a representative
    (Principal or Assistant Principal) from each
    building.
  • Meet quarterly to address safety concerns in each
    building and ensure that there is consistency
    throughout the district for emergency
    preparedness and response.
