Comprehensive settlement of the Cyprus problem -
THE FOUNDATION AGREEMENT
  • Annex VI, Article 5, point 2 Persons other
    than Cypriot citizens who, on the date of entry
    into force of the Foundation Agreement, reside in
    areas subject to territorial adjustment and have
    lived in Cyprus for no less than five years, may
    apply for financial assistance to relocate to
    their country of origin. Such assistance shall be
    in the form of cash grants payable on their
    arrival in their country of origin, within five
    years of entry into force of the Foundation
    Agreement. The amount of the grant shall be in
    accordance with a scale, based on a figure of no
    less than 10,000 Euros for a household of
    four.29

RETURN AND REINTEGRATION OF NON CYPRIOT NATIONALS
TO THEIR COUNTRY OF ORIGIN
  • Objective
  • To facilitate the humane and orderly return and
    reintegration of persons other than Cypriot
    citizens currently residing in Cyprus through the
    provision of return assistance and targeted
    reintegration support in their country of origin

Assessment Phase - 3 months
  • Assessment in Cyprus, aiming at
  • Identifying partners (Government, UN, other Ios,
    NGOs, media, etc.)
  • Defining the target group individuals, families
    - and their locations
  • Identifying areas of origin in Turkey of
    potential participants
  • Assessing readiness / conditions for return and
    reintegration in Turkey
  • Assessing transport routes/means and identify
    potential partner companies
  • Planning and setting up an information
    campaign/referral network

Assessment Phase - 3 months
  • Assessment in Turkey, ev. other origin countries,
    aiming at
  • Linking up with the Turkish government, UN,
    financial institutions, NGOs to establish a
    referral network
  • Mapping reintegration possibilities, including
    housing and employment opportunities
  • Studying the needs of the local communities, so
    as to plan for capacity building initiatives
    targeting both returnees and local communities
  • Providing the Relocation Board in Cyprus with
    concrete information about reintegration
    possibilities for the caseload

Programme Phase 1 5 months
  • Development and signing of agreements/MoUs with
    the relevant parties involved, in particular with
    concerned governments, the UN, financial
    institutions etc. defining respective roles and
    interventions and outlining responsibilities of
    the partners
  • Establishment of an IOM operational presence in
    Cyprus, strengthening IOM presence in Turkey

  • Producing information material on return and
    reintegration options, including timely, unbiased
    and reliable reference on the reintegration
    possibilities in the country of origin
  • Disseminating information materials to
    beneficiaries and relevant partners
  • Providing counseling, including, if necessary,
    psychosocial and health counseling.

  • Identification, registration, profiling and
    documentation of the caseload
  • Establishment of a database to be duly
    protected and kept under the applying regulations
    on privacy rights - containing all the necessary
    information for the return and reintegration
    phase in the country of origin.

  • Travel documents and formalities

  • Organisation of transport and reception,
    including the movement co-ordination between IOM
    and the authorities in the country of origin
  • Organisation of Transit assistance where
    applicable
  • Pre embarkation fit-to-travel medical checks and
    (medical) escorts, assistance in reaching final
    destination

  • Setting up of reintegration assistance
    mechanisms
  • payment of reinstallation grants
  • including ensuring that grants reach returnees
    and
  • timing payments to ensure that returnees do not
    feel incentivated to return to Cyprus upon
    receipt of grant
  • referrals to NGOs and other support agencies for
  • designing individual reintegration schemes
  • employment generating support, such as
    micro-enterprise development projects and other
    institutional support
  • training

    regular visits to the districts and communities
  • Identification of possible problems arising from
    this process to take remedial action
