What we do for you!

• Provide staff oversight of the AGR-R officer
  PMS/APMS nomination, selection, assignment and
  management process
• Assist with coordination with RC units, commands
  and state officer strength managers
• Assist with issues pertaining to the
  recruitment, retention, commissioning and
  assignment of Lieutenants in the Reserve
  Components
• Promote RC programs such as GRFD, ECP, SMP and
  RCGBR and ensure they are effectively utilized to
  support force generation requirements
• Facilitate RC support and augmentation on campus
  and to the Leader's Training Course

TPU Adjunct Faculty Program

• Adjunct Faculty - MAJ, CPT, MSG or SFC (SSG can
  be waivered) assigned to units specifically
  designed to provide Adjunct Faculty support on
  Campus
• Must be assigned to 1 of the 3 Adjunct Faculty
  BNs nation wide that fall under the 104th
  Division, 84th Training Command
• Can perform as platform instructors, PT
  instructors, support Labs, FTXs and Ranger
  Challenge and assist in recruiting operations
• Can perform 16 hours of duty per month plus has
  some Annual Training (AT) days available as well
• PMS must certify AFs annual training plan and
  has input to officers or NCOs evaluation
• AF cant serve as a COMTEK employee at the same
  ROTC BN

LTs Referred to RC

• LTs which were notified they would be referred
  into the Reserve Components will be given an
  opportunity for an initial tour on Active Duty
• Officer will be branched based on the needs of
  the Army
• Tour length will likely be limited to 3 years
• Upon completion of initial tour the officer will
  be returned to the Reserve Components to complete
  their statutory obligation
• Officer may elect to serve in USAR or ARNG
• Official implementing guidance still to come

Managed Reporting Environment (MRE)

• UIC Reports
• UIC Info Report provides current address data
  for the selected UIC to include telephone number
• Vacancy Reports Most Reports are sorted by
  city, in alphabetical order
• 09R Vacs by State displays all 09R vacancies
  for a user selected state. LT Vacs by AOC
  displays all LT vacancies for a user selected AOC
• LT Vacs by AOC by State displays all LT
  vacancies for a user selected AOC and state
• LT Vacs by State displays all LT vacancies for

• All reports are displayed in excel format for
  easy saving or printing

• Access to MRE has been sporadic recently
• USARC changed policy on process for completing
  LT assignment process
• Utilize MRE as you have been previously
  instructed up to the point you build the
  reservation and obtain a control

Processing a Cadet

• PMS confirms w/ TPU commander, or GC,
  officer-trainee position exists and the TPU
  commander will accept Cadet for position
• Requests orders from ROTC Region reassigning
  Cadet from Control Group (ROTC) to the TPU as a
  CDT (ES), reporting code 09R20
• Sends a packet to the appropriate MEPS guidance
  counselor
• All copies of the DD Form 1966-series
• Original and one copy of the DD Form 4-series
  used on enrollment of the Cadet in the ROTC
  Basic/Advanced Course (MS III/MS IV)
• Two copies of the latest physical and medical
  history (SF 88 and SF 93)
• Five copies of the order reassigning the Cadet
  from Control Group (ROTC) to a TPU

• Cdt completes DD Form 1966-series w/ Rctr, GC or
  MEPS input as appropriate.
• GC reviews packet, qualifies Cdt for unit
  assignment
• If qualified, ASVAB and 110 GT. The GC notifies
  PMS reassignment continues
• If not, the counselor will return the packet to
  the PMS revoke reassignment order and advise the
  CDT that he or she is not eligible for
  participation in the ROTC/SMP
• If qualified, the PMS executes these forms and
  sends them to GC
• Executes DA Form 4824-R w/ Cdts signature and
  TPU commanders authentication
• Execute a DA Form 3540-series by obtaining the
  Cdts signature
• GC sends 2 copies of the packet to HRC St. Louis
  and ARCOM
• Give the Cadet copies of all documents to take to
  TPU

• TPU Soldier executes Simultaneous Membership
  Agreement (DA Form 4824R)
• TPU commander authenticates it (with letter of
  acceptance from PMS)
• DA Form 4824 and copies distributed as follows
• Original and cover memo to file in OMPF sent to
  HRC St. Louis
• Copy attached as an addendum to the Soldiers DA
  Form 3540 series, in MPRJ
• A copy will be provided to the Soldier
• A copy will be provided to the appropriate
  ARCOM/GOCOM
• TPU Soldier becomes a participant in ROTC/SMP
  when enrolled in the ROTC Basic/Advanced Course
  (MS III/MS IV). They remain assigned to TPU in
  officer-trainee position.
• TPU commander will provide the appropriate PMS
  with a reproduced copy of the Soldiers current
  enlistment agreement (DD Form 4 series)

Reserve Officer Training Corp/Simultaneous
Membership Program AR 601-210 Chap 9 Para 9-14

• The ROTC/SMP is a voluntary officer training
  program designed to increase the number of ROTC
  officers available for the Reserve Forces Duty.
  It provides an incentive to encourage enrollment
  and participation in the ROTC advanced camp
• Cadets receiving financial assistance under the
  Army ROTC scholarship are not eligible to
  participate in the ROTC/SMP except recipients of
  the Reserve Forces Duty Scholarship Program who
  are required to participate in the ROTC/SMP
• A Reserve component Soldier or a Cadet may enlist
  as a potential participant for assignment to an
  officer-trainee position in a TPU on the basis of
  three officer trainee positions for each assigned
  officer in an authorized position. The Soldier
  or Cadet will be assigned as over strength
  against that officer position

Requirements before Enlistment

• Officer Trainee vacancy must exist in the TPU
• Agree to apply for enrollment to ROTC advanced
  camp 1 year after enlistment
• Be of Good Moral Character
• Citizen of the United States
• Age At least 17
• GRFD Scholarship under age 31 at years end of
  the year of commissioning
• Non-Scholarship commissioned by age 29 PMS
  waiver to age 32
• Qualifying DODMERB or MEPS Physical
• 850 SAT, 19 ACT or 85 PSAT (Rctg Bde Commander
  may waive)
• Meet requirement of AR 145-1, table 5-1 for entry
  into the ROTC advanced course
• PMS Certification (letter of acceptance) to the
  Guidance Counselor

Requirements at and after enlistment

• Prior Service applicants must enlist for 4 years
• Non-Prior Service applicants must enlist for 8
  years
• Must attend all scheduled Battle Assemblies (TPU
  Cdr may authorize RST for ROTC training w/ prior
  coordination)
• NPS must attend BCT within 270 Days
• PS who have completed BT, do not have to attend
  BCT
• Apply for enrollment in ROTC Advanced Course
  within 1 year
• BT requirement This option does not apply to
  persons already enrolled as MS III
• Soldiers failing to meet the requirements of the
  ROTC contract will be retained by the AR unit in
  an enlisted status to completion of their MSO,
  (they may request a discharge from the AR)
