School Program
- Purpose
- To address the unique needs of rural school
- divisions that frequently
- lack the personnel and resources needed to
compete effectively for federal competitive
grants and - Receive formula grant allocations in amounts too
small to be effective in meeting their intended
purposes.

- Eligibility
- A school division is eligible to receive funds
if - Twenty (20) percent or more of the children ages
5 through 17 years served by the division are
from families with incomes below the poverty
line and - All of the schools served by the agency are
designated with a local code of 6, 7, or 8. -

- Use of Funds
- An eligible school division may use the
applicable - funds to carry out local activities authorized
under - any of the following provisions
- Title I, Part A, Improving Basic Programs
Operated by Local Education Agencies - Title II, Part D, Enhancing Education Through
Technology

- Title III, Part A, English Language Acquisition,
Language Enhancement, and Academic Achievement
Act - Title IV, Part A, Safe and Drug-Free Schools and
Communities - Teacher professional development, including
programs that train teachers to utilize
technology to improve teaching and to train
special needs teachers

- Teacher recruitment and retention, including the
use of signing bonuses and other financial
incentives and - Parental involvement activities.

- Failure to Meet AYP
- If a school division fails to meet its states
definition of adequate yearly progress (AYP)
after three years of receiving these funds, it
may only use these funds to carry out the
requirements of Section 1116 of the ESEA.
Section 1116 refers to division and school
improvement.
