Overview

• U.S. Third National Communication (3NC) developed
  in 2001 with two rounds of public input (spring
  2001 and winter 2001)
• 3NC submitted late May 2002 by U.S. Department of
  State
• In-depth review conducted Feb. to Dec. 2003,
  starting with meetings in Washington, D.C. in
  February 2003

Challenges in reporting on RD PAMs

• Several PAMs involve long-term research and
  development, such as
• New technologies for carbon sequestration
• Development of hydrogen fuel cells
• Difficult to estimate effects of long-term PAMs
  in near term (e.g., 2010)

Relationship of PAMs to Projections

• Effects of PAMs estimated using bottom-up
  analyses
• Aggregate emissions projections genererated using
  top-down national model
• Not possible to cross-walk effects of individual
  PAMs with national projections

Reporting at different levels

• Reported on PAMs undertaken by federal, state,
  and local governments, as well as NGOs and
  private sector
• Presented estimates of effects comprehensively
  for federal activities
• Estimates of effects for selected state, local,
  and private activities - illustrative, not
  comprehensive
