  • 1. Objectives
  • ATC is a scheme of training assessment for HKIS
    Technical Associate at technical level.
  • 2. ATC comprises
  • Min. 2 years technical training (min. 400 working
    days) of approved nature in H.K.
  • Exemptions may be granted
  • Min. 2.5 hours per 3 full months of Pre
    Qualification Structured Learning (PQSL) for the
    non-exempted period of technical training and
  • Final assessment consisting of an assessment of
    written test assessment interview.

  • 3. Eligibility
  • Candidate must be a technical trainee or
    probationer of HKIS unless he/she has been
    granted the max. exemption of 21 months
  • Have obtained academic or vocational
    qualification under Bye-law 2.4.2(a) and
  • Have undertaken or be undertaking technical
    training through engagement in PFM work under
    supervision of a professional or a senior TAHKIS
    or equivalent.

  • 4. Approved areas of experience competence
    standards
  • Candidates to obtain a broadly based well
    balanced training experience and achieved the
    required competence standard under supervision of
    a qualified Supervisor (a surveyor, engineer, or
    architect or a TAHKIS of 3 years standing)
  • To develop their aptitude/specialisation
    identify main stream practice for final
    assessment.
  • Acquire sufficient in-depth technical experience
    in the Mandatory Competence, in at least 2 out of
    the 4 Core Competences 2 out of the 5 Non-core
    Competences, to assist professional PFM Surveyors
    (Appendix I).

  • 5. Exemption from Technical Training Experience
  • Exemption may be granted towards the 2-year
    technical training at the rate of 3 months per 1
    full year up to max. exemption of 21 months
    (refer to details of R G).

  • 6. Entry to ATC
  • Provide details in Form ATC1/PFM submit proof
    of academic/vocational qualification, to HKIS for
    approval.
  • Candidate who wishes to apply for exemption from
    part of training experience are required to
    submit a SOE per Section 9.
  • HKIS will inform commencement date of ATC.
  • To inform HKIS by Form ATC1S/PFM on change of
    employment/Supervisor.

  • 7. Record of Technical Training
  • Technical trainees to record their training
    experience using the Form (Appendix II), record
    to be examined/endorsed by their supervisor at
    least once every 3 months.
  • Essential for assessors to determine if the
    experience is adequate, properly balanced up
    to required competence standard.
  • To submit Interim Submission of ATC Training
    Record at end of every 3 months throughout the
    non-exempted period.

  • 8. Final Assessment
  • To submit application for Final Assessment using
    Form ATC3/PFM upon completion of technical
    training with
  • -A SOE and
  • -A Record of PQSL.
  • Probationer members may submit Form ATC3/PFM upon
    completion of professional training with
  • -A SOE of last 12 months of prof. training
    experience if not been submitted under the APC
    and
  • -A Record of PQSL.
  • Will be informed to attend a Written Test.
  • Will attend an Assessment Interview, after
    passing the Written Test.

  • 9. Summary of Experience
  • A summary of candidates technical training
    experience (n.e. 1500 words).
  • Be clear concise.
  • Show extent/level of candidates personal
    involvement in the work mentioned.
  • Be certified by candidates Supervisor.

  • 10. Pre-Qualification Structured Learning (PQSL)
  • Aims to complement technical training experience
    during his/her ATC period.
  • To maintain a record of updated knowledge
    technological changes in PFM profession.
  • May be short courses, seminars or conferences
    organised by academic/prof. institutions or
    special training courses organised by employers.
  • Relate to the training areas complementary to
    ones practical experience.
  • May be recognised up to 5 hours/course.
  • Unstructured self-learning is not recognised.
  • To declare the structured learning undertaken
  • Will be testified on ones added knowledge at
    assessment interview.

  • 11. Written Test
  • To demonstrate ones technical competence in
    related PFM practice.
  • Written Test will be MC and/or short questions.
  • Language of Written Test will be English.

  • 12. Assessment Interview
  • Be conducted by 3 interviewers comprising 3 HKIS
    corporate members or 2 HKIS corporate members
    1 TAHKIS of PFMD.
  • Be required to answer questions on ones training
    experience, PQSL record, technical knowledge on
    PFM theories, practice technology and general
    knowledge on institutional matters.
  • Interviewers will be looking for
  • -Adequate technical training experience,
    emphasis on selected areas of competence
    standard
  • -Awareness/application of up-to-date PFM related
    knowledge/technology and
  • -Ethical standard towards PFM profession.
  • Interview be conducted in English and/or Chinese.

  • 13. Notification of Results
  • Will normally be notified 1 month after the
    Assessment Interview.
  • 14. Arrangements for Unsuccessful Candidates
  • May be permitted to re-apply for assessment of
    the aspects failed.
  • May be advised to extend the period/scope of
    their technical training. To maintain their
    Record of Technical Training to prepare the
    corresponding SOE on completion of that extended
    period.

  • Who failed in Written Test will be asked to
    re-sit.
  • Who failed in Assessment Interview will normally
    be informed of the deficiencies be permitted to
    apply for re-interview.
  • The max. period to remain as a probationer or
    technical trainee shall be 8 years.
  • To re-apply for an assessment of unsuccessful
    element using Form ATC3R/PFM.

  • 15. Appeals
  • ATC results not subject to appeal.
  • 16. Lodging of Applications
  • Following table list the ATC Forms used.
  • Applications be delivered to HKIS either
    personally or by post.
  • To check with HKIS if not receive any reply after
    1 month of submission.
  • Late applications may result in delay timely
    assessment.

    without prior notice.
  • All matters/disputes subject to HKIS final

  • To ensue a balanced, competent TA of PFMD.
  • Must obtain a thorough understanding/knowledge
    of ones chosen areas at competent level.
  • Min. 400 working days approved technical
    training experience within min. 24 months from
    registering for ATC Scheme.
  • The training/experience MUST include
  • (a) Obtain a proper knowledge/understanding of
    the mandatory skills in Section One.
  • (b) Min. 100 working days in each of the 2, out
    of 4 selected core competences in Section Two.
  • (c) Min. 100 working days in 2 or more of the 5
    non- core competences in Section Three.
