2EOPS Allocation Formula
- The current formula adopted by the Board of
Governors in July 1989. - Three basic elements
- Base Allocation - 50,000 each college
- Students Served 90 of remaining funds for
students served reported through MIS - College Effort remaining 10 for college effort
in excess of the 15 minimum level
3EOPS Allocation Formula
- Guarantee of 95 of prior year allocation
- Growth funds will be used to fund new programs
prior to being distributed for students served
above cap - COLA distributed equally
- 5 Penalty colleges returning more that 5 of
their allocation after the end of the fiscal
year, penalized dollar for dollar over.

- Salaries and benefits of staff assigned to
EOPS/CARE and shown in the program plan - 1000 A or B academic salaries
- 2000 A or B classified salaries
- 2000 C EOPS work-study student salaries
- 3000 A or B benefits (academic or classified)
- 3000 C EOPS work-study student benefits

- 4000 A or B Supplies and Materials
- (books, office supplies, outreach/recruitment
materials) - 5000 A or B Other Operating Expenses
- (travel expenses, EOPS related conference fees
- food/beverage for EOPS functions if district
policy - consultant/speaker fees, some furniture and
- equipment)
- 6000 A or B Capital Outlay
- (some furniture and equipment, remodeling/renovati
ons)
7 Discretionary Limit (total EOPS expenditures
in object codes 4000 6000) may not exceed 10
of the EOPS allocation or 50,000, whichever is
less. Computer hardware/software purchases need
approval of college president and Chancellors
Office.
8Allowable Expenses by Object Code
- 7000 B Direct Services to Students
- (Book Service program, child care,
transportation, caps - gowns, ASB cards, health fees, survival kits,
meal tickets) - 7000 C Direct Aid to Students -
- based on unmet financial need
- (EOPS grants, work-study, emergency loan)
9EOPS Budget Limitations
- Minimum EOPS Part C Obligation
- Required by Title 5, Section 56298
- Each year, colleges shall spend for EOPS grants
and/or EOPS work-study the same amount spent the
previous year - Obligation is calculated to include reduction to
allocation - Waivers only for EOPS book service program or
to meet the requirements of Title 5, Article 3
10EOPS Budget Limitations
2. Minimum District Contribution Requirement
- Required by Title 5, Section 56210
- Calculation
- (a) average district contribution for
previous three years - or (b) 15 of average EOP allocation for
- same three years
- whichever is greater
- Waivers reviewed on a case-by-case basis

3. EOPS Discretionary Cost Limit
- Required by Title 5, Section 56295(a)
- Limit on EOPS object code 4000-6000A/B
expenditures is 10 of EOPS allocation or
50,000, whichever is less - No waivers are allowed

4. EOPS Book Expenditures
- Required by State Budget Act language
- The 2002-03 minimum book expenditure requirement
must be maintained in 2005-06 - No waivers are allowed
13Supplanting
Education Code Section 69651 EOPS and CARE funds
may not be used for services previously paid for
by the district No waivers are allowed
14EOPS Budget Limitations
5. Double-Dipping
- Education Code Section 84752(a)
- Districts may not receive FTES for activities
fully funded through another source - No waivers are allowed
15Requests forComputers/Printers/Hardware/Software
with EOPS Funds
Requires a written request to the Chancellors
Office. Written requests must include
- List of items being requested
- Total cost
- Brief justification
- College presidents approval/signature
NOTE Requests are reviewed and approved with
the understanding that the expenditures will not
cause the EOPS discretionary cost limit to be
exceeded.
16Requests for Furniture/Remodelingwith EOPS Funds
Requires a written request to the Chancellors
Office. Written requests must include
- List of items being requested or description of
remodeling to take place - Total cost
- Brief justification
NOTE Requests are reviewed and approved with
the understanding that the expenditures will not
cause the EOPS discretionary cost limit to be
exceeded.
