Nursing Purpose To produce a reliable and valid
instrument to assess family functioning in the
growing population of low-income African American
single-parent families by testing and refining
the Family Effectiveness Measure (FEM) an
instrument developed from qualitative data. The
resulting culturally appropriate questionnaire
will help health professionals and family service
providers to better meet families needs.
