3A new Mexican Official Technical Standard (NOM)
for Fossil Fuels
Thanks to new improvements in technology and the
fact that PEMEX is producing new fuels and others
are already obsolete, the new Official Mexican
Norm (NOM) 086-SEMARNAT-SENER-SCFI-2005, updates
and sets new specifications for the coming years
for gasolines, diesel and other fuels. The new
NOM was published in the Official Journal of the
Federation (DOF) in January 30, 2006. All
official government rules and regulations must be
published in it, and so only through this
publication their compliance can become
mandatory.

Depending on the different metropolitan areas,
as well as geographic zones, the new NOM-086
establishes different standards and compliance
periods for the control of environmental
pollution. The new NOM-086 imposes several
obligations which includes having production
centers provide biannual reports, that must
include the monthly ponderated volume and
variability of parameters, as well as requiring
Health Sector and SEMARNATs approval if a
nonspecified additive or fuel is to be used, to
evaluate its impact on public health and the
environment. Failure to comply with the new
NOM-086 may be penalized by PROFEPA (and PROFECO)
pursuant to the General Law of Ecological Balance
and Environmental Protection, and Federal Air
Pollution Regulations.

- FACTS
- The new mexican standard sets a maximum oxygen
content, not seen before, of 2.7 in weight. - There are just two types of gasoline produced in
México Magna Sin and Premium. Because of its
lower price drivers prefer Magna Sin (80 of the
market or more). - According to the modified NOM, the Magna fuel for
Juárez is not oxygenated. - This change to the Official Standard reduces the
beneficial impact of fuels with environmental
specifications for Ciudad Juárez. - On December 13, 2006 the Ciudad Juárez PROAIRE
workgroup sent a letter to the new Mexican
Secretary of Environment and Natural Resources
Ing. Juan R. Elvira Quesada, for a
reconsideration of this changes.
