What is a Resolution?
  • A resolution presents a problem in the world to
    solve and proposes a solution(s) to the problem.
  • It is submitted by a countries or a group of
    countries, debated and voted on by the committee
    where delegates debate for or against them.
  • It needs at least 2/3 of the committee to agree
    for the resolution to pass.

What does a Resolution contain?
  • A resolution has three main parts to it
  • The Heading shows the committee, topic,
    sponsors and signatories
  • The preamble section describes the current
    situation and actions that the committee have
    taken in the past and those that are currently in
    use.
  • The operative section It states a proposed
    solution to the problem (often in many parts).

  • The Heading consists of
  • Name of the committee
  • Topic of the resolution
  • Sponsor country
  • Signatory countries
  • And finally, ends with a greeting to the
    committee (e.g. The General Assembly)

Who are Sponsors and Signatories?
  • Sponsors in a resolution are the principle
    authors of the document and agree with the
    resolution. Sponsors control the resolution and
    only sponsors can approve immediate changes
  • Signatories are countries that may or may not
    agree with the resolution but still wish to see
    it debated so that they can propose amendments

What are Amendments?
  • An amendment is a written statement that adds,
    deletes or revises an operative clause in a draft
    resolution
  • There are two types of Amendments
  • Friendly Amendment those that the sponsor
    agrees with.
  • Unfriendly Amendment those that the sponsor
    disagrees with and are debated upon by the
    committee.

Preambulatory Clauses

  • The preamble states the reasons for which the
    committee is addressing the topic and highlights
    past international action on the issue
  • Each clause begins with a present participle
    (called a preambulatory phrase) and ends with a
    comma

Operative Clauses
  • Operative clauses identifies the actions or
    recommendations made in a resolution
  • Each operative clause begins with a verb (called
    an operative phrase) and ends with a semicolon
  • It should be organized in a logical progression,
    with each containing a single idea or proposal,
    and are always numbered
  • After the last operative clause, the resolution
    ends in a period
