Non Welfare Futures
  • Futures are collections received in a month that
    exceed the current support obligation and
    arrearages owed.
  • Collections are credited towards the current
    obligation that will become due in a future month.
  • The Non Custodial Parent (NCP) is credited for
    any Futures payments paid to the family.

  • Futures balances are displayed as negative
    balances in red parentheses on the Case Balance
    History Page.

  • The court ordered an overpayment to the Custodial
    Parent (CP).
  • Retroactive modification that reduces current
    support.
  • NCP pays CP direct payments that exceed the
    obligations balances.

SCENARIOS
  • An audit reveals that the NCP has been
    overcharged.
  • Change in custody.
  • The initiating jurisdiction received a tax offset
    in excess of the arrears owed.

  • In the past, ARS counties had the ability to zero
    out or change the amount of the futures balances.
  • Prior to conversion to CSE, Los Angeles, Orange
    and San Diego counties had approximately 32,000
    cases with futures balances.
  • CASES counties tracked cases with negative
    balances offline.

  • CSE currently has no functionality that will
    allow a user to manually enter or modify a
    converted non-welfare futures balance.
  • NCP(s) are accruing arrears balances when they
    are actually overpaid.
  • Extensive manual workarounds involving balance
    and payment adjustments.

  • Run balance regeneration on case CaseNumber to
    determine collections that may need to be
    adjusted due to assistance status changes.
  • This task is generated when assistance status of
    the case has been changed.

  • The intended result of the Balance Regeneration
    will show collections that were inappropriately
    allocated to either PAA or NAA.
  • These collections need to be manually adjusted
    for proper allocation.

    in 3.2 07/19/09)
  • Task will generate when no true change in aid has
    occurred
  • Task will generate for cases repeatedly even once
    collections have been adjusted
