FUNDAMENTALS

• The Construction Education and Training Authority
  is a schedule 3A institution in terms of the
  PFMA, and since this Act applies to organs of the
  state in the National and Provincial Spheres of
  Government, it excludes public entities.
• CETA is about Skills development in the
  construction industry which is linked to
  immovable assets construction and their management

• CETAs lifespan is five years
• The development of this bill is commendable in
  that it will provide a framework which will
  promote accountability and transparency in the
  management of these assets

• The Bill also identified those who are assigned
  the responsibility of being the custodians of the
  immovable assets
• Accountability on Asset Management should be
  devolved to the Municipalities
• Assets outside RSA should be managed in
  accordance with this Bill
