2
The next 10 minutes
  • Will identify the standards story in eSafety
  • Will put it in a strategic context
  • Will contemplate next steps

The Foundation 2002 eSafety report
  • 28 recommendations 5 mention standards

    and V-I communications

High level Meetings
  • Public Authorities September 2004
  • Focused on RTTI, eCall and HMI. Support for the
concepts and the emerging conclusions enthusiasm
to engage actively. No direct focus on standards
  • Industry February 2005
  • Participants Emphasise the role of
    standardisation, harmonisation, international
co-operation and open in-vehicle platforms in
accelerating the take-up of in-vehicle systems
    and safety

10
Where are we now?
  • Rec 9
  • Framework 6 Call on Co-operative systems
  • Rec 13 14
  • MoU
  • Rec 19
  • ITSSG Framework
  • Rec 22
  • Mandate 329

11
ITSSG the why and what
eSafety standards a broader context
  • ITS has key role in delivering better transport,
    across Europe
  • ITSSG set up by the ICT Standardisation Board
    with broad membership
  • Strategic direction for ITS standards
  • For ITS standards activities
  • For the ITS community
  • For the future

12
ITSSG Strategic Framework (1)
  • Published November 2004
  • European strategic context for ITS standards
  • EC Transport Policies for 2010
  • eEurope eSafety
  • Economic competitiveness
  • Standards should be relevant to and support
    delivery of this policy context

13
ITSSG Strategic Framework (2)
  • Understanding the Role of Standards
  • offers voluntary, bottom-up technical
    frameworks..
  • ..and top-down protected interoperability and
    compatability
  • Is the standards process efficient?
  • Well-established mandates industry innovation
  • Room for improvement? too slow, inflexible and
    resource-limited?

14
ITSSG current actions
  • Disseminating the Strategic Framework
  • Considering the standardisation process and make
    recommendations
  • Will annually review high level work programmes
    and update framework
  • Improving the links within and between ITS
    experts
  • policy makers including the EU Commission
  • industry stakeholders
  • standardisation organisations

15
Where do we need to go from here?
  • ITSSG has provided a strategic context and
    direction
  • Some specific area action happening
  • M329 on UWB
  • M338 on EFC
  • Individual standards development on RTTI, HMI etc
  • But recommendation 9 remains largely outstanding
no systematic assessment of standards needs for
eSafety has been carried out at the detailed
    level.

16
Conclusions
  • There is no doubt that
  • standards have a key role to play in supporting
    an overall eSafety deployment strategy
  • much good work has already been done
  • within the eSafety family to identify issues and
    gaps and
  • by those who have developed or are developing
    individual standards
  • ITSSGs strategic framework document helps to set
    an overall context

17
And yet
  • Perhaps the focus is not yet precise enough.
  • Working Groups have identified subject area
    recommendations some mention standards.
  • But has there really been a systematic analysis
of where standards for eSafety might help support
    deployment?
  • Should this form part of an overall deployment
    strategy?
