2- Opening Remarks
- Impact of ICT can be felt in all economic and
social sectors - ICTs are being taken as essential tools of
development. - ICT-based development is now measured world wide
not by diffusion of technology but by advances in
development itself as a measure of economic
growth .
3- Opening Remarks
contd - E-governance being increasingly adopted across
the globe to achieve economic competitiveness of
a nation by enhancing internal efficiencies,
providing transparent and efficient automated (on
line) services to citizens, business communities
establishing e-communities, social development
through increasing economic competitiveness.
4E-Governance impacts on GDP Growth
- By deploying e-governance, benefits that directly
contribute to the GDP growth are
government-to-business services (G2B), efficient
information sharing between government
departments (G2G). - Better G2B and B2G services provide better
investor/business-friendly ecosystem, reduced
regulatory burden. - Enhanced internal efficiencies (G2G) contribute
to economy by streaming the redundant processes
that facilitates e-services to various
stakeholders. - By deploying efficient , user-friendly Govt. to
Citizen (G2C) services leading to reduced
delivery cost of services
5Direct impact of e-Governance on GDP
- Direct effect of investments on e-government
innovations in GPR/BPR (G2G) would lead to
economic growth, which can be attributed to the
following outcomes - Cost savings reduction of cost of services and
delivery. - Reallocation of financial resources in a more
meaningful way. - Reallocation of human resources.
- Faster collection of tax and other related
revenues. - Better government business planning and financial
management. - Increased revenue coverage
6Indirect impact of e-Governance on GDP
- Some indirect contribution of e-government in
economic growth is also provided by the increase
in government sector labour productivity leading
to changes in share of GDP accounted for by
government sector output, consequent to
implementation of e-governance.
7How this can be achieved in a country like
India?NeGP addresses these issues
comprehensively.
- Ubiquitous network connectivity would be the
answer
8One of the critical NeGP components is the core
egov infrastructure which addresses this issue
9National e-Governance Plan (NeGP)
- Approved by Union Cabinet recently
- Has 8 components viz. Core Support
Infrastructure, RD, Vision-Mission-Strategies,
Organisational Structure, Capacity Building etc. - Has 26 Mission Mode Projects (MMPs)
- 10 Central Sector
- 8 State Sector
- 8 Integrated Sectors
- Cabinet approved 5 State-specific MMPs also for
each state - Estimated outlay Rs.23,000 Cr. in five years
- Please visit lt www.mit.gov.in gt homepage and link
- for details on NeGP
10Core Support e-Governance Infrastructure in
NeGP
- State Wide Area Network (Connectivity)
- Common Services Centres (Front-end)
- State Data Centre (Back-end)
11These three pillars of Core Support
Infrastructurebeing implemented by Dept. of IT
- Three pillars
- Wide Area Networks up to Block (SWAN)
- 2 Mbps up to Block
- Shared wideband by wireless beyond Block
- Common Services Centres (CSCs)
- State Data Centres (SDC)
- Together, they would enable
- Decentralized Implementation
- Last mile access for Service Delivery
- Entrepreneurship for sustainable PPP Model
- Service delivery upto atleast GP level
12State Wide Area Network (SWAN)
13State Wide Area Network - Background
- Core infrastructure is one of 8 components of
NeGP - Mission Mode Projects (Central/ State) would need
fast, reliable connectivity upto Block Level
through SWAN/ NICNET - DIT mandated to establish SWAN across the country
for 2 Mbps min. BW by supporting State Govts. to
establish SWAN to be seamlessly connected to
NICNET - Policy Guidelines for DIT Technical and Financial
Support issued in October, 2004 - Cost to be shared between GoI and State
Governments - SWAN Scheme approved by CCEA in March05 with an
estimated outlay of Rs.3334 crores
14Salient Features of SWAN
- One PoP at each State / District / Block
Headquarter (Co-located field formations would
have one PoP) - Each PoP has Configurable Aggregation Equipment
to enable vertical horizontal connectivity - Gateway to NICNET (Existing NIC network upto
District level) for facilitating Central E-Gov
Services - Wireless connectivity to provide connectivity at
Sub-Block level (Common Services Centres)
15Stakeholder Profile For Swan
- The State
- The State-designated Implementing Agency
- DIT GoI
- The Consulting Agency/ Technology Partner
- Bandwidth Provider
- Swan Operator-vendor
- The Third Party SLA Auditor
- Â The Citizen At Large

18Program Approach
- Massive Complex Country Wide Program
- 35 States/UTs, 600 Districts, 6000 Blocks
- Rs. 3334 crores outlay over 5 years
- Empowered Committee at DIT level for fast
evaluation and approval of individual SWAN
project - Empowered Committees at State level for fast
decision making and implementation - Use Integration of Leading Edge Emerging
Technologies - Centralized Planning, Guidance and Direction with
de-centralized Implementation - Service Orientation Network Performance Audit
Contd
19Program Approach
Contd
- Time Bound Implementation - 18 months completion
period for States/UTs from date of sanction of
project by Empowered Committee - 22 States/UTs SWAN projects sanctioned as of
March 31, 2006 totalling approx. Rs.1,500 cr.
from DIT budget for 5 years. - SWAN Program Management Consultant (SPMC)
appointed to assist DIT, GoI in Program Management
20State Data Centre (SDC) One of the Three
Elements of the Core e-Gov Infrastructure under
NeGP
21State Data Centre Perspective
- To be established one in each State
- One National Data Depository
- SDCs to consolidate Data, Services, Applications
Infrastructure to provide electronic delivery
of G2G, G2C G2B services - Would work as Back-end for SWAN (Middleware
Connectivity) CSC (Front-end delivery platform)
and also for NICNET for Central Services
Contd
22State Data Centre Perspective
- Should be featured with
- Secure Data Storage
- Online delivery of Services
- Citizen Information Services Portal
- State Intranet Portal
- Disaster Recovery
- Remote Management and Service Integration
- State would have undertaken initiatives to
established SWAN
Contd
- DIT-GoI presently drafting SDC Guidelines to
calibrate - technical and financial support to States
