• fifth poorest country of the world
• semi-presidental republic
• main source of income agriculture
• 1/3 of the 12 million inhabitants live in foreign
  countries
• most of the migrants earn their money in the
  African neighbourhood countries

• opened 06.10.08 in Bamako by Amadou Toumani Touré
  and Luis Michel
• project of Mali and the EU
• till 2011 supported with 10 million Euros form
  the EU- budged
• under the protectorate of France and Spain
• pilot project in Mali for the whole world

• advising the population in finding work and
  vocational education in Europe
• ? depends on job offerings of EU-memberstates
• warning people against the dangers of migration
• to ease transferrals from Europe to Mali
• to support repatriates

• is not supposed to be an illusion of free
  entrance to Europe
• develop agreements between European countries and
  Mali
• planning and controlling the migration in the
  interest of the people in Africa and Europe
• research about the migration in Mali

CIGEM - criticism

• momentary aim disposing illegal migrants to move
  back to their mother country
• prevents migration instead of helping
• ? legal job offers from Europe are necessary
• can only decrease, not stop illegal migration
• informing the citizens of Bamako has not taken
  place sufficiently
• a lot of families will not be able to survive, if
  transferals from Europe stop
• only already qualified people are supported

Evaluation

• seems to only provide migration facts for the
  governments
• migrants, convinced to leave, wont be put off
• good that something concrete is happening
• connecting migration and development policy
• intentions/plans are really helpful if converted
• - jop offerings - transferrals made easier
