- Spec of additional knowledge and tests agreed by
all parties before start of period appropriate to
each tier of competence - Individuals free to chose ANY learning method to
acquire required knowledge - Assessments -could be web-based subject to
confirmation of identity / written or oral - Assessments matched to appropriate tier of
competence
