Role of a Prime Contractor
  • Effectively deliver a range of Job Centre Plus
    provision.
  • Improve the employability of participants and
    meet the minimum performance requirements for
    qualifications and jobs.
  • Successfully engage Learners, Employers, Partners
    and the Community.
  • Ensure the quality of provision for all
    participants and achieve good ALI/OFSTED grades.
  • Provide provision that is good value for money.

Experience Location
  • Successfully provided government funded training
    to the unemployed for the past 15 years.
  • 2 Centres in Birmingham Solihull located in the
    City Centre and currently setting up 3 Centres in
    communities across Birmingham Solihull.
  • Centres across the Black Country and
    Staffordshire.
  • Understands the diverse needs of our client group
    and successfully secures sustainable employment
    for participants.

Range of provision
  • Biscom delivers the full range of New Deal
    provision across Birmingham Solihull.
  • Programmes are all aimed to improve the
    employability of learners however vary in content
    and attendance requirements.
  • We currently have 5 subcontractors however link
    with over 20 different organisations to support
    participants whilst accessing provision.
  • Current provision includes Jobsearch, Soft
    Skills, Occupational, Literacy/Numeracy/ESOL
    training and development and Work Experience
    opportunities.

Working with Subcontractors
  • Prime contractor has overall responsibility for
    the quality of service provided to all
    participants.
  • Subcontractors and support organisations are
    selected on their ability to meet/enhance the
    needs of our learners.
  • Biscom assesses the quality and performance of
    its subcontractors monthly utilising internal
    audits, ALI/OFSTED inspection and performance
    data.
  • Opportunities to register interest are available
    on our website.

Meeting the Needs of our Learners
  • Understanding individuals needs, beliefs and
    aspirations.
  • Actively promoting/developing Equality
    Diversity
  • Ensuring the safety of our learners.
  • Engaging learners through activities that
    interest them and meet their needs.
  • Securing sustainable employment for participants
    who often face a wide range of barriers to
    employment.

Engaging the Community
  • Attend AEG meetings for each disadvantaged ward.
  • Work closely with floor target action plan groups
    to decrease worklessness.
  • Community Outreach Workers actively promote our
    services.
  • New Mobile Unit and Centres across the community.
  • Networking with local faith groups and support
    organisations.
  • Understanding the cultural and social barriers
    often faced by our target group.

Engaging Employers
  • Database of over 8000 employers with whom we work
    to provide employment and work placements to
    participants.
  • Team of Employment Consultants who actively
    develop our existing database and market our
    learners.
  • Providing customised training that meets the
    varied needs of local employers.
  • Providing local jobs for local people.

How Can We Work Together?
  • Understanding each other will provide a greater
    knowledge of how we can work together.
  • Biscom actively seeks to work with organisations
    that can enhance the service provided to our
    learners or that offer skills and experience
    different from our own.
  • Examples of support provided to participants by
    third sector/faith based organisations could
    include work experience, role models, mentoring,
    specialist delivery/assessment, awareness
    sessions community/family links.
  • Biscom recognises that by working in partnership
    we all achieve more.
