12PHMSA Lessons Learned Initial Response
- During recent PHMSA audit, it was requested that
El Paso provide documentation on a number of
items relating to the Initial Response including - Transmittal letter indicating when report was
received from the vendor - Documentation of reference pressure used to
calculate pressure restriction - Documentation indicating the date and time when
pressure restriction was enacted
13ILI Data Review - Detailed
- A comprehensive review and analysis is conducted
prior to distribution of the Final Response Memo
summarizing the ILI segment and the resulting
inspections - Target completion of this review and memo is
30-60 days. In many segments which are more
complicated, 60-90 days is more realistic a
timeline

18ILI Data Review Final Response
- Final Response Memo is drafted detailing the
Scheduled Inspections by station and wheel count - Discussion of vendor findings and review of data
is included. This would include recommendations
for additional measures such as leak tests,
casing inspections and other areas of concern
that dont specifically meet the Scheduled
Inspection criteria - Report distribution is same as previous memo and
includes a copy of the Pipe Listing
19Recordkeeping
- Electronic copies of the vendors report, Initial
and Final memos and the Feature List are kept on
a shared drive - ILI spreadsheet detailing all the current years
segments and current status is kept. This
spreadsheet is used to track some data needed for
OPS and INGAA reporting - Vendor reports are typically received in CD or
DVD format with paper reports kept to a minimum
