1WAQF ITS STRENGTH POTENTIAL IN DEVELOPING THE
UMMAH
2Let us improve our piety (taqwa) and good deeds
by obeying Allahs entire commands and omitting
all the forbidden.
3Blessed Muslims, Islam does not prevent us to
increase our wealth instead, it encourages its
followers to seek more and give some in charity
by ways of zakaat,
4waqf (holding certain property and preserving it
for the confined benefit of certain philanthropy
and prohibiting any use or disposition of it
outside that specific objective) and other
general donation.
5Allah s.w.t says in Al-Quran But seek, with
that (wealth) which Allah has bestowed on you,
the home of the Hereafter, and forget not your
portion of lawful enjoyment in this world, and do
good as Allah has been good to you, and seek not
mischief in the land.
6Verily, Allah likes not the Mufsidun (those who
commit great crimes and sins, oppressors,
tyrants, mischief-makers, corrupters).
(Al-Qasas verse 77)
7Indeed, wealth is required as a means of living
in this world. It is also very true that the
virtue of contentment is not part of human
nature. Therefore, we hardly feel enough with our
possessions.
8Unfortunately, such attitude leads to
dissatisfaction, insecurity and greediness, to
the point that we refrain from giving to others
because our notions tell us that the more we
give, the more we lose. On the contrary, Allah
s.w.t denies this and promises that He will not
waste but replace the wealth given in charity.
9Allah says in Al-Quran The likeness of
those who spend their wealth in the Way of Allah,
is as the likeness of a grain (of corn) it grows
seven ears, and each ear has a hundred grains.
10Allah gives manifold increase to whom He wills.
And Allah is All-Sufficient for His creatures'
needs, All-Knower.
(Al-Baqarah verse 261)
11Blessed Muslims, The verse confirms that Allah,
the Most Generous, gives generously to His slaves
who give to others. However, many fail to
recognize this and therefore feel very difficult
to give in waqf.
12The fact is that waqf is an established practice
of charity in Islam and is recommended for us to
perform it at anytime. Although it is only
recommended, it is accompanied by multitude of
reward and indirectly strengthens our
relationships with our Master, Allah s.w.t.
13Rasulullah s.a.w says Charity does not, in any
way, decrease the wealth and the servant who
forgives, Allah adds to his respect and the one
who shows humility/humbleness, Allah elevates him
in the estimation (of the people)..

14Many of us are beginning to understand and
realize the importance of waqf and its potential.
Unfortunately, not many are able to perform it
because very few of us owned Tailah
(permanent/non-perishable) property.
15The high-value of such properties too is another
reason for the rare-practice of giving in waqf.
As such, the Selangor Islamic Religious Council
(MAIS) introduces the Selangor Waqf Shares,
which enables us to perform charity through waqf
without the need to own any Tailah property.
16Blessed Muslims, The Selangor Waqf Shares uses
the concept of giving waqf through cash. MAIS
introduces it is a means to develop and
strengthen the economy of Muslims in Selangor.
17Through this system, we can purchase the share
units as a trustee and give it away as permanent
waqf for the sake of Allah, for the purpose of
development and the welfare of the Muslims.
Previously, this noble deed was performed
individually, however, the Selangor Waqf Shares
implements it as a group.
18Additionally, it provides the opportunity for
those among us who do not own permanent/non-perish
able assets such as land, house, buildings etc,
to also participate in this charitable act.
19Through this system too, all of us regardless of
income level, as well as students, now have the
opportunity to perform this charitable act with a
minimum amount of RM10. There is no limit for the
amount of waqf. One can give at any amount above
RM10, at any time and however many times one
prefers.
20Companies are also welcomed to participate in
this system as a way to help and benefit the
society as proposed by the government. The
donation is tax-deductible therefore, an
official receipt for verification will accompany
each contribution.
21Participation in Selangor Waqf Shares can be
done at the Baitulmal departments counter on the
9th floor of the North tower, Sultan Idris Shah
Building, Shah Alam, Selangor, as well as at any
District Islamic Religious Council counters,
22Selangor Zakat Department counters and any
MAIS-appointed agents. The contribution can be
paid through cash, cheques, money order or postal
order directed to Majlis Agama Islam Selangor
(MAIS).
23Blessed Muslims, The Selangor Waqf Shares system,
which implements waqf by the size of the land and
cash, is also practiced in other states. The
accumulated fund is used to build learning
institution, Islamic centers and the economy so
as to benefit the society. Up to December 2007,
the accumulated fund through Selangor Waqf Shares
was RM15 million.
24Through this fund, MAIS was able to help build
and expand some properties, for example, five
shop lots at Bandar Bukit Puchong were bought,
Tengku Kelana Jaya Petra Mosque was built. MAIS
also funded part of the cost of rebuilding An-Nur
Mosque at Tanjung Karang,
25building Pulau Indah Primary School and
establishing a library at Wisma MAIS in Shah Alam
through the waqf fund. Part of the fund was also
sent to schools, surau and mosques, which reflect
MAIS roles in helping the society and economy of
the Muslims in Selangor through waqf.
26Blessed Muslims, Waqf is a potential tool in
developing the economy of the Muslims, if it is
managed effectively. In the current situation in
which Muslims economy is not as advanced and
established as others, is it imperative that we
formulate a method to catalyze and sustain our
economy.
27Let us grab this opportunity to build and
establish the institution of waqf to benefit our
future generations, and consequently prepare our
shares for the day when we meet our Creator.
28Let us help re-establish Islam. May our small
contributions of waqf be accepted and rewarded by
Allah, and may it help in establishing peace and
justice to the society at large, and the Muslims
especially those in Selangor.
29And let not those who covetously withheld of the
gifts which Allah hath given them of His Grace
think that it is good for them nay it will be
the worse for them soon it will be tied to their
necks like a twisted collar on the Day of
Judgment.
30To Allah belongs the heritage of the heavens and
the earth and Allah is well acquainted with all
that ye do.

- The most merciful god, we thank you for all the
mercy and pleasure that you gave so that we can
enhance and strengthen our Islamic country
especially Selangor as a developed and peaceful
country.

- We beg you to increase our practice, brace up our
unity, give us prosperous life, make us rich with
good knowledge, flourish our soul with noble
character, bring back our youngsters to the right
path, save us from your biggest test such
34- as huge flood, drought, epidemic, disputing
between ourselves, poorness and anything else so
that this country will be more prosperous and
blessed.
