  • Initial meeting April 15, 2009
  • Army G6/CIO
  • Army G4
  • Army AMC
  • DAC
  • Discussed the problem statement
  • DAC's KM is one of many knowledge management
efforts underway in the Army. In developing and
fielding our knowledge portal and communities of
practice, it became clear that DAC's efforts
needed to be aligned with the Army enterprise and
answer the broader question "how does KM support
the Army enterprise and the materiel enterprise.

9
AIP 13 Training Objectives
  • Identify and establish baseline of all
    AAE-related training courses
  • Identify course offerings, sources of training,
    and modes of instruction
  • Determine adequacy of current training and method
    of delivery
  • Determine if new courses are required or if
current courses need to be enhanced
  • Assess/devise training curriculum for AAE
  • Assess student satisfaction with the training
    courses
  • Determine if the training meets the needs of DoD
    AAE personnel
  • Assess the effect the training has on a
    participants performance on the job
  • Compare the satisfaction of in-classroom courses
    and distance learning courses
  • Enhance curriculum to meet students needs and
    improve safety and security
  • Assess/develop certification program
  • Assess need to standardize and improve the
    certification process for all stakeholders
  • Determine the need for centralized AAE
    certification
  • Assess methods of centralized tracking of AAE
    certifications and training

10
Certification and Tracking
  • Objective Assess the need for tracking AAE
    training certification and standardized DoD
    certification program
  • Identify a lead organization for managing
    certification
  • Identify potential certification management
    systems
  • Determine minimum requirements for a standardized
    DoD AAE/HAZMAT certification
  • LMI Report, Concept for a Department of Defense
    AAE Certification Program, December 2007
  • Findings and Recommendations
  • DoD establish an AAE certification program for
    all personnel
  • DAC take the lead for DoDs AAE certification
    program
  • DAC consider experienced LMS providers for
    managing DoD certifications

11
Certification and Tracking
  • Next Steps
  • Establish initial certification curriculum,
    criteria, and scope
  • Pursue approval to establish a central DoD
AAE/HAZMAT certification program for all DoD
    personnel
  • Assign DAC lead for DoDs AAE/HAZMAT
    certification program
  • Assess and designate a Learning Management System
(LMS) for managing all DoD HAZMAT certifications

DAC Intern Program Survey
  • Objectives
  • Ask the careerists if the training from the
    intern program has been retained.
  • Determine if they are expected to perform tasks
in their job that they were not trained to do in
    the program.
  • Identify the gaps between what they learned in
the program and what they are expected to do in
    their job.
  • Identify the topics that should have had more
    attention in the program.
  • Identify the topics in the program where too
    much time was spent.
  • Report the results of the survey so that DAC can
    improve the intern program.

15
DAC Intern Program Survey
  • Methodology
  • Surveyed interns that participated in the AM and
QASAS programs between April 2003 through May
    2008
  • Conducted a web-based survey from 8 Dec 2008 to
    31 Jan 2009
  • QASAS Survey
  • 270 QASAS intern contacts provided 213 completed
the course and/or OJT portion of the program
  • Received 210 responses (77)
  • AM Survey
  • 68 AM intern contacts provided 48 completed the
course and/or OJT portion of the program
  • Received 40 responses (83)
  • Conducted phone and face-to-face interviews in
    February 2009.

16
DAC Intern Program Survey
  • Key Findings and Recommendations
  • Replace facilitators with instructors that have
    considerable ammunition experience.
  • Review and update course content to ensure that
it adequately covers the topics that were most
    often cited as lacking.
  • Direct students to resources that they can use
while on the job (for example, websites with
    doctrine, policy, and reference materials).
  • Consider changing course schedule, including
    moving/removing some courses.
  • Reexamine how WBT courses are employed for
    resident interns
  • Update Phase 1 courses to provide more hands on
    exercises.
  • Request that each Phase 2 facility appoint a
single, qualified individual to oversee the
    interns.

17
AAE Training Enhancements
  • Next steps
  • Continue to
  • expand course offerings
  • enhance and expand DL training
  • emphasize safety and security in AAE/HAZMAT
    curriculum
  • validate training needs of past and present
    students
  • Improve DAC intern programs based on survey input
  • Satisfy both Army and Joint Service AAE/HAZMAT
    training requirements
