2MILLENNIUM DECLARATION
- The Millennium Declaration was adopted in
September 2000 at the Millennium Summit in New
York by leaders of 189 UN member countries - The Millennium Declaration defines fundamental
values on which international relations in the
21st century should be founded - - freedom -
tolerance - - equality - respect for
nature - - solidarity -
shared responsibility -
3MILLENNIUM DEVELOPMENT GOALS
- In September 2001, the Un Secretary General
represented goals, tasks and indicators within
the report titled Guidelines for the
Implementation of the UN Millennium Declaration.
Each goal contains the timeframe for achieving
the defined tasks by 2015 - Millennium Development Goals are
- Eradicate extreme poverty and hunger
- Achieve universal primary education
- Promote equality and empower women
- Reduce child mortality
- Improve maternal health
- Combat HIV/AIDS, tuberculoses and other diseases
- Ensure environmental sustainability
- Develop a global partnership for development
4Adjustment of Millennium Development Goals to the
National Context
- Linking of global objectives with national
priorities - Definition of long-term specific goals
- Definition of indicators which most appropriately
reflect the progress of the development of the
country and a wider set of indicators for all
goals and tasks - Overview of existing data and definition of
recommendations for improving the monitoring of
MDG implementation in Serbia - Collection, representation and distribution of
data according to gender, ethnicity and region
5Recommendations of the UN Millennium Project for
Achieving the Goals in Developing Countries
- A four-step approach is recommended
- Each country should map the key determinants and
dimensions of extreme poverty per regions,
position and gender - Needs assessment should be performed in line with
poverty maps - Based on the needs assessment, a ten-year action
plan should be developed including budget
allocations, necessary human resources and the
lack of resources - Each country should develop a poverty reduction
strategy based on the MDGs for a period of 3-5
years
6Key Success Factors in MDG Achievement
- Definition of specific, measurable, acceptable,
realistic, time-framed objectives which are
challenging and bring about the feeling of
achievement - Building and enhancement of national and local
capacities for managing finances, human resources
and promote the rule of law - Adoption of mechanisms in providing services
which are sustainable and adjusted to local needs - Monitoring with the aim of measuring progress and
the correction possibility during the process - A wide consultative process led by the national
government, which involves bilateral and
multilateral donors, UN agencies, experts, local
community representatives, entrepreneurs and
civil sector

Reporting on MDG Achievement

9Working Group of the Government of the Republic
of Serbia for Monitoring the Implementation of
Goals and Plans Set in the UN Millennium
Declaration
- On October 22, 2004, the Government of the
Republic of Serbia established the Working Group
for Monitoring the Implementation of Goals and
Plans Set in the UN Millennium Declaration - The Working Group is of cross-sector character,
and comprises representatives of - Ministries
- Republic Statistical Office
- Standing Conference of Towns and Municipalities
- Deputy Prime Ministers PRS Implementation Focal
Point - Serbian European Integrations Office
- Health Protection Institute Batut
- The Working Group also gathers national experts
in specific areas, and UN agencies representatives
10Review of the Implemenattion of MDGs in Serbia
- The Review of the Implementation of MDGs in
Serbia was adopted at the session of the
Government of the Republic of Serbia on 19th May,
2005 - The Review was printed, and can be downloaded at
the Internet presentation of the Republic of
Serbia - The Review is an integral part of the report
submitted by the UN Secretary General to member
states on the progress achieved in all countries
at the UN Summit in September 2005
11Conditions for Achieving MDGs in Serbia
- Sustainable economic growth
- Increased employment rate at the national level
and per regions - Changes in the structure of production and
services - Public sector reform, in particular education and
health sectors - Environmental protection and enhancement
- Local development and decentralization of the
system of managing and financing social services - Gender equality and improvement of the position
of women - Improved protection of vulnerable groups
- Promotion of democracy, strengthening the rule of
law, respect for human rights and fundamental
freedoms
12Link between the MDGs and the Poverty Reduction
Strategy
- On the basis of the Millennium Declaration, and
taking into consideration the poverty issue in
the country, Serbia adopted the Poverty Reduction
Strategy (PRS) towards the end of 2003 - The PRS is an instrument for harmonizing
short-term and medium-term fiscal, social, sector
and other policies with long-term Millennium
Development Goals - National MDGs should be an ideal database for
wider and specific PRS objectives in the field of
fiscal and macroeconomic stability, the key to
sustainable short-term and medium-term economic
development, and therefore in a long-term
relation to MDGs
13Current Activities of the Working Group for
Monitoring the Implementation of Objectives and
Plans Set in the UN Millennium Declaration
- The Working Group for Monitoring the
Implementation of Objectives and Plans Set in the
UN Millennium Declaration is currently working at
the process of nationalizing the goals - The respective report should be prepared for the
Government by November 2006 - The preparation of the draft document gathers 20
WG members and some 100 associates from
ministries, non-government sector, international
organizations, National Assembly Committees, and
5 experts managing the work of subgroups dealing
with specific areas
14- Established subgroups have contributed to a wider
consultative process, creation of a wider social
consensus and have facilitated the focusing on
identifying priorities and specific objectives
linked to the following areas - - poverty reduction and development
- - education
- - health
- - gender equality
- - environment and sustainable development

15Planned Activities in the Field of MDG
Nationalization until end 2006
- Preparation of promotional campaign for
presenting MDGs to a wider public, both at the
national and local levels - Organization of public debate at the regional
level, with emphasis to needs and priorities of
every individual region - Organization of the closing Conference for all
participants in the process representatives of
the Government and non-government sectors,
private sector, experts, local authority
officials - Publication of the Report
