OBJECTIVES
Consolidating the efforts of Latin America and
the Caribbean, at the different levels of
Government and the civil society, in order to
overcome obstacles in the implementation of
programs and projects of interest to the region
Developing actions in selected areas that,
based on the political will of States, stimulate
the active participation of the private
sector and of civil society entities in order to
promote investments that may generate
sustainable productive activities and, at the
same time, allow for the conservation and
sustainable use of environmental goods and
services which are essential for life. Promoting
the implementation of sustainable development
models, based on ethical grounds, which are
competitive and supported by public policies
designed to promote science and technology,
financing, human resources training,
institutional development, assessment of
environmental goods and services, and
development of sustainability indicators fitted
to the social, economic, environmental, and
political conditions of each country or to the
needs of sub-regional groups of countries

New Environmental Institutional Legal Framework
ARGENTINA
NATIONAL CONSTITUTION Articule 41 All the
habitants have the right to enjoy of a balanced
and healthy environment, apt to human development
and productive activities that satisfy the
current needs without compromising the future
generation ones, and have the duty to keep it.
The environmental damage will basically carry out
the duty to compensate according to law. The
authorities will provide to the protection of
this right, to the rational use of natural
resources, to the preservation of the natural and
cultural inheritance, of the biological diversity
and will provide to the environmental information
and education. It corresponds to the Nation to
enact rules that contain minimum requirements of
protection and the complementary ones must be
prescribed by the provinces without the
jurisdiction of the latter being altered by the
former. The entrance to national territory of
hazardous and radioactive waste is forbidden.
