Strategic Direction of the SAPS
  • The SAPS Strategic Plan 2005 to 2010 provides the
    strategic direction of the SAPS for a five-year
    period.
  • The Annual Performance Plan, extrapolated from
    the Strategic Plan 2005 to 2010, indicates the
    priorities and objectives that the SAPS will
    focus on during a particular financial year.

  • 2 Combating serious and violent crime by
    adopting strategies aimed at
  • Countering the proliferation of firearms
  • Improving safety and security in high-crime
    areas
  • Combating crimes such as taxi and gang violence
    and faction fighting and
  • Maintaining security at public events, among
    other venues.

Firearms Strategy
  • The purpose of the strategy is to eradicate the
    proliferation of firearms available for use in
    crime and violence in South Africa. The Firearm
    Strategy consists of a number of pillars and the
    following progress has been made regarding the
    implementation of each pillar
  • Reduction and eradication of the illegal pool and
    criminal use of firearms.

  • Specific projects have been initiated to ensure
    the effective management of the effects of the
    operations, include the following
  • The number of firearms in the evidence management
    stores of the SAPS.
  • The number of declarations of unfitness to
    possess a firearm that had to be processed.
  • The circulation of confiscated or recovered
    firearms.
  • The decentralization of the destruction of
    confiscated firearms to the various provinces
    contributed to the increase in the number of
    firearms

Crime against Women and Children
  • The purpose of the strategy is to reduce the
    incidence of crimes against women and children,
    as well as to ensure the proper investigation of
    sexual offences such as rape and indecent
    assault. The strategy includes the following
    initiatives
  • The Victim Empowerment Programme
  • Anti-rape initiative

Prevention of Police Attacks and Killings
  • The Prevention of Police Killings and Attacks
    Strategy focuses on the reduction of the
    incidence of attacks on and the murder of police
    officials. The Strategy has three key
    objectives, namely
  • Ensure that SAPS personnel members are equipped
    to perform operational duties, including the
    so-called critical items of equipment.
  • Ensure that SAPS personnel members are trained
    in operational techniques, as provided by the
    SAPSs Training Division.
  • Ensure that the relevant policies and procedures,
    that govern the equipment used by personnel in
    performing operational duties, and the manner in
    which those duties are performed, are adhered

Corruption and Fraud Prevention Strategy
  • The SAPS Corruption and Fraud Prevention Plan
    has been developed in line with governments
    requirements. It includes prevention, detection,
    investigation and restoration elements. In
    addition and apart from improved levels of
    control established by means of regulatory
    frame- works to eliminate the possibility of
    fraud and corruption, the departments code of
    conduct also provide indication of standards of
    conduct required of all employees in performing
    the functions associated with the Policing
    Service that is provided to all communities.

Risk Management Strategy
  • The SAPS Risk Management Framework has been
    compiled in line with the requirements of the
    Treasury Regulations as well as the Public Sector
    Risk Management Framework. The SAPS Risk
    Management Framework requires all Divisions and
    Provinces to identify assess and manage risks
    that may impact on the realising of the
    organisations strategic and / or operational
    objectives in terms of the impact and likelihood
    of he risks as well as the effectiveness of
    control measures in place to address the risks.

Service Delivery Improvement Programme
  • The purpose of the Service Delivery Improvement
    Programme is primarily to focus on the improving
    of service delivery within the Service,
    particularly at station level, but also to give
    full effect to the legislative and government
    policy requirements for the establishing and
    managing of a Service Delivery Improvement
    Programme.
